Duties
Serves as an Associate Director to the Information Technology Laboratory (ITL) Director working with ITL Management to drive and maintain a strategic focus of the Lab for IT Voluntary Consensus Standards (VCS) and associated Conformity Assessment (CA) activities. Provides a focal point for interactions with industry, government, and international communities on voluntary consensus standards (VCS) and conformity assessment (CA). Supports ITL management for program planning, implementation, and review.
Ensures clear communications within NIST on ITL voluntary consensus standards (VCS) and conformity assessment (CA) plans and activities. Maintains the NIST ITL standards developer accreditation by ANSI and leads the Voluntary Standards Office team.

Qualifications
Basic Requirements:
For Computer Scientist ZP-1550-5:
Bachelor’s degree in computer science or bachelor’s degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
In addition to the above basic requirements, applicants must have one year (52 weeks) of the specialized experience at the GS-14 level (ZP-IV at NIST). The specialized experience is defined as experience with standards development and dissemination of standards. Evidence of leadership in standards development process and organizations at the national and international level. Experience with national technical and standards efforts in local, state, and Federal government efforts. Experience in advising, planning, or managing multi-million-dollar technical programs or policies.
For IT Specialist (Policy and Planning) ZP-2210-5:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

- Customer Service– Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication– Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving– Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above requirements: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-14 level (ZP-IV at NIST). Specialized experience is defined as experience with standards development and dissemination of standards. Evidence of leadership in standards development process and organizations at the national and international level. Experience with national technical and standards efforts in local, state, and Federal government efforts. Experience in advising, planning, or managing multi-million-dollar technical programs or policies.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
