POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

The Computer Systems Analyst II will provide government site Technical Publications/Data Management support for the Foreign Military Sales (FMS) H-60 technical publications team. The position will work as an integral part of the FMS H-60 technical publications team and may perform the following tasking including but not limited to:

  • Contractor will provide three (3) qualified Technical Publications/Data Management personnel to augment the H-60 Data Management Foreign Military Sales (FMS) team within the government facility for the TO period of performance. These individuals will work as an integral part of the FMS technical publications team and perform Data Management functions and tasks in accordance with International Organization of Standardization (ISO) and H-60 peculiar procedures for assigned Interactive Electronic Technical manual (IETM) format (collectively referred to as Technical Manuals or Publications). The work schedule for those contractor employees working within Government office spaces shall be consistent with Government ISSC employees. Duties will include but not be limited to:
  • Collecting, compiling, organizing and interpreting technical data related to H-60 program. Construct, verify the content, and manage the master technical data package for an assigned weapons system and all its peculiar components. Maintain master data packages/records in a manner which will facilitate accurate and expedient publication updates and revisions.
  • Research and analyze Technical Manual Source Data Records (TMSDR) Technical Directives (TD), Local Engineering Specifications (LES), Local Process Specifications (LPS), Temporary Engineering Instructions (TEI), Design Change Notices (DCN), technical instructions and messages for COMNAVAIRFOR, COMNAVAIRSYSCOM, NAVAIRLOGCEN, NATEC, etc, to determine if the master data package must be modified.
  • Research, answer, and process Technical Publication Deficiency Reports using background materials such as existing technical publications, blueprints, schematics, supply and logistics data. Consult with cognizant engineers, logisticians, Data Management Specialists, or Original Equipment Manufacturer (OEM) representatives as required before modifying the technical data package.
  • Assist the H-60 program with regards to Technical Manual Conferences, Quality Assurance, In-Process Reviews, verification and Integrated Logistics Support Team Meetings. Must be knowledgeable of and apply aspects of the governing specifications and policy as required in the manuals, technical manual plan, and the technical manual in-process review, validation and verification plans.
  • Assist the government FMS LEM/Data Manager in managing technical manual source data, identifying the IETMs that require updates, estimating the number of pages affected and establishing manual update schedules and update priority based upon outstanding source data.
  • Assist in developing and reviewing source data packages for prescribed format, style, number of pages, etc. for the manuals to be updated.
  • Support the H-60 FMS program in the preparation and delivery of technical publications, changes and revisions. Includes the development and “quick turnaround” of draft Type B IRAC packages as required; turnaround time to meet NATEC policy. Effort shall include PDF updates to NATEC compliant postings as required under present task order to include current and additional requirements as identified in the TMCR.
  • Assist in reviewing, approving and submitting final publications to the Defense Automated Printing Service Office and NATEC website.
  • Assist in reviewing Interim Rapid Action Changes (IRAC) & Electronic Rapid Action Changes (ERAC) to identify and correct technical publication problems.
  • Contractor employees working within Government spaces shall utilize the Government task tracking system. May perform duties of proxy for government LEM/DM for assigning tasks.
  • Contract support will have the flexibility to work from a remote location to meet the demands of the task order.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Requires a high school diploma or equivalent.
  • Requires one (1) year of general editorial experience which requires proficiency in punctuation, spelling, and English grammar and rules.
  • Requires two (2) years of specialized experience in editing military manuals and specifications.
  • Requires experience with computer applications as they are used in automated publishing and information retrieval.
  • Must be able to obtain and maintain a CAC
  • Pursuant to the Government Contract, you must be a U.S. Citizen.

Knowledge and experience with the following is preferred:

  • Technical publications, MIL-STD-3001, S1000D IETM, and CSDB experience in particular to NAVAIR standards
  • H-60 specific experience
  • Military experience using technical publications and IETMs
  • CTPL experience
  • Writing, editing, or quality assurance of technical documentation experience using MS Excel, MS Word, and PTC Arbortext
  • Strong attention to detail
  • PTC Arbortext or another XML editor experience
  • Working knowledge and experience with MS Word and MS Excel
