GENERAL DESCRIPTION
Under general supervision to inspect workmanship and materials involved in a variety of construction projects for conformance with plans, specifications, and departmental regulations. This position also interprets and enforces project requirements and adapts plans and specifications to unexpected construction problems.

May exercise technical supervision over subordinate staff.
IMPORTANT AND ESSENTIAL DUTIES
Safely operates a city vehicle to perform various aspects of the position to include inspections, on-site consults, and field investigations.
Perform inspection of city funded public works projects; new residential subdivision development in the city limits and extra-territorial jurisdiction and work contracted out by other City departments.
Perform inspection of all permitted driveways and sidewalk improvements.
Provide on-site consultations for all aspects of construction inspection.
Perform field investigation for the preparation of public works construction plans.
Participate in plan review in conjunction with the preparation of public works construction projects. Attend pre-bid and pre-construction meetings and other meetings as necessary to facilitate project bidding and construction of public works projects.
Investigate complaints of streets, alleys, drainage, and other miscellaneous complaints related to public works improvements.
Prepare monthly pay estimates by measuring all of the work done by the contractor as well as collecting invoices for cross reference and project file.
Prepare and provide the final project report for acceptance by the City of all public works construction projects.
Work closely with business owners and individual residents that are adjacent property owners to public works projects.
Oversee and manage the Americans with Disabilities Act construction requirements for all public works construction projects.
Gather information during periods of high water as requested.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Safe driving principles and practices.
Sub-grade preparation using lime, cement, or recycled roadways materials.
Base course materials such as limestone aggregate or asphalt stabilized limestone. Hot-mix strength course types under final driving surface.
Authorized prime oil rate and approved mix used.
Asphalt surface depth and approved mix for final driving surface.
Asphalt oil temperatures and proper use of aggregates for seal coats.
Installation of traffic control devices including signal lights, poles and control boxes.
Various aspects of traffic pavement markings including installation of raised pavement marking (buttons), heated tape, and roadway paint as well as alignment spacing and appropriate type of markings.
Materials such as gates, wire, posts, and stays used for fencing.
Form inspection, steel, grade, size, and placement, concrete design, slump, temperature, placement and finish of bridges and culverts.
Drainage facilities such as retention and detention tanks, ditches, dams, weirs for width, depth, capacity, compaction and erosion control.
Specifications for driveway approaches, sidewalks and curb and gutter such as steel used, depth, concrete quality, drainage, finish, and location.
Street paving equipment.
Landscaping and irrigation systems.
Texas Manual on Uniform Traffic Control Devices for placement, size, and visibility of signs and barricades to provide proper traffic flow, public safety and adjust to field conditions.
Guidelines of the Americans with Disabilities Act for project compliance.
Skill to:
Use a variety of engineering and surveying equipment including instrument level and rod, hand-held level, measuring tape, measuring wheel and geodimeter.
Operate office equipment.
Operate a motor vehicle safely.
Ability to:
Understand and interpret engineering plans and specifications.
Prepare accurate engineering records.
Detect and locate faulty materials and workmanship to determine the stage of construction during which defects are most easily found and remedied.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Construction Inspector I
Experience:
This is an entry-level position.
Up to four (4) years of experience in project management and construction of public works or utilities projects or equivalent education is preferred.
Education/Training:
A high school diploma or a GED is required.
Previous training in the construction, construction management, and inspection of public works or utility projects is preferred.
License or Certificate:
A valid Texas Driver’s License; the ability to obtain one within ninety (90) days, or a military waiver is required.
Construction Inspector II
Experience:
Four (4) years of experience in project management and construction of public works or utilities projects or equivalent experience is required.
Education/Training:
Completion of four (4) hours of Inspector Development Program Courses (TxDOT or equivalent) approved by the City Engineer is required.
Construction Inspector III
Experience:
Eight (8) years of experience in project management and construction of public works or utilities projects or equivalent experience is required.
Education/Training:
Completion of twelve (12) hours of Inspector Development Program Courses (TxDOT or equivalent) approved by the City Engineer is required.
Special Requirements:
Essential duties require the following physical skills and work environment:
Exposure to cold, heat, noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards.
Ability to travel to different work sites.
