Construction Manager / Cost Analyst

Description
Summary: 50% of the time for this position will be acting as The Disaster Construction Manager and 50% of the time as The Cost Analyst. The Cost Analyst will be responsible for writing scopes of work and cost estimates for Case Management cases. The Construction Manager’s duties consist of overseeing the repair or rebuilding of client homes to provide a safe, sanitary, secure, and functional condition. The positions will work with the Lee County Long Term Recovery Committees / Groups (LTRG), ecumenical and volunteer groups and Voluntary Agencies Active in Disasters (VOAD) partners. The position will also work closely with Case Managers and work in coordination with and as a part of the Inspiritus Recovery Team.
Responsibilities:
- Conducts project estimation to determine repair cost to the client’s dwelling and provides it to the Disaster Case Managers.
- Provides onsite supervision duties, including ordering and arranging for deliveries of building materials.
- Schedules meetings with building code enforcement personnel and securing necessary permits.
- Develops and maintains contact with all necessary government agencies and regulatory offices to ensure that current building codes and other requirements are met during reconstruction.
- Solicits Subcontractors as necessary to facilitate building code required specific work. Works with Subcontractors in securing bids, ensuring time lines are met, ensuring high quality work is being completed, complete punch lists and submit timely invoices and necessary documents for contractor payments.
- During times of no volunteers, form a team to complete work with the other Inspiritus Construction Manager and Site Supervisors as needed.
- Schedule to ensure all materials are delivered and ready for the work on homes to begin. This may also include: dumpsters, pods and port-a-pots.
- Establishes positive working relationships with volunteer coordinators and helps match volunteers with work needed to be performed.
- Develop, in conjunction with Volunteer Managers/Coordinators, a process for placing volunteers on job sites.
- Conducts safety training with volunteer teams before team begins work at client’s site.
- Lead and train volunteers to do the work on the client’s home, overseeing the work is completed to a high standard of quality.
- Oversee volunteers when on work sites, providing them with new skills and a good volunteer experience.
- Purchase or acquire and maintain, in good operating condition, specific tools required for volunteers to facilitate repairs to client residence.
- Coordinate the work of volunteers and subcontractors to provide an efficient and timely construction process.
- Enter and keep up to date, all required data, documentation, pictures, financial information, etc., in the Inspiritus Disaster Recovery Data Base.
- Track, for each client, all material usage, tools distributed and returned, and number of volunteer hours used by each team.
- Attends all LTRG Construction Committee meetings and other meetings as needed or required, including meetings with partner organizations such as Compass 82. This also includes Inspiritus trainings and meetings.
- Completes all required reports.
- Conforms with and abides by all regulations, policies, work procedures, and instructions.
- Complies with the various federal, state, or local laws that apply to and regulate the job responsibilities.
- Participates in training, fundraising events, and other Inspiritus activities and initiatives such as performance and quality improvement (PQI).
- Strives toward excellence in the areas of innovation, performance, and extraordinary acts.
Non-Essential Responsibilities:

Qualifications
Qualifications:
- High school diploma or equivalent.
- Minimum of 5 years construction experience including estimating, overseeing building repair and possessing a working knowledge of building codes preferred.
- 2 years of disaster response experience including experience with assessing damage, preferred.
- Must have the ability to communicate effectively both verbally and in writing.
- Must have the ability to work with diverse populations, communicate with all persons in a culturally competent manner and adapt to cultural differences.
- Must be computer literate and have working knowledge of Microsoft PowerPoint, Excel, and Outlook.
- Must possess a valid Florida driver’s license, good driving record and required automobile insurance.
- Must have the ability to work effectively with faith and community partners as well as governmental agencies.
Desired Qualifications:
- Working knowledge and experience in the operation of Disaster Response.
- Experience training adults and youth volunteers.
