Role description:

The Utilities Construction Manager will be responsible for on-site construction management activities and will be the primary point of contact with the contractor during the construction phase. The CM will review the progress of the work to ensure compliance with the contract documents, assure appropriate measurements and payments are made as necessary, and all project documentation is completed in accordance with policies and procedures, and pro-actively review the contract documents to anticipate, identify, and/or assist with preparing any change orders needed to resolve conflicts and/or recommend improvements.

Role Accountabilities:

  • Ensures safety of all parties as well as the safety of the public during relocation of all utility types, including water, natural gas, power, sanitary sewers, storm drains and communications.
  • Reviews contractor operations for compliance with CAL OSHA regulations, coordinates with the contractor(s) for all construction activities on the Project and provides direction to CMSSC staff to ensure complete, accurate and timely contract records, pertaining to construction progress, job expenditures, budget programs, and work order balances are maintained in accordance with State and Federal regulations and laws.
  • Confers with contractors regarding compliance with plans, contract terms and conditions and quality of work, supervises or performs construction assessments of contractor’s submittals and work to verify compliance with contract requirements including plans, specifications, special provisions, utility agreements, etc.
  • Supports and assists Quality Management staff with the implementation of the QMO Program in accordance with the QMO Plan and Procedures, which includes using a database for oversight activities and provides timely and pertinent review and input on all correspondence, submittals, and other material.
  • Supports and assists Contract Administrator and team by providing timely and pertinent review of all changes, claims, Time Impact Analysis submittals, disputes and other contract modifications and interpretations and prepares a daily diary and other reports, as well as reviews and incorporates the daily inspection reports from Construction Oversight Staff, in documenting the contractor(s) activities.
  • Maintains accurate and complete project records and ensures compliance with policies and procedures, calculates and documents field quantities for payment purposes, documents as-built condition of constructed facilities and supports in maintaining cost and schedule goals and commitments, implements project controls measures that provide real-time assessments of the project budget and schedule, and reports as required to Executive leadership.
  • Assists with preparing contract change orders for the purpose of making alterations, deviations, additions to or deletions from the plans and specifications to ensure proper completion or construction of the contract, formulates, researches, and develops solutions for field conditions that necessitate a contract change order. This may include doing any necessary engineering re-design work, identifies the need for and prepares contract-related documents for submission to the contractor and supports and assists Community Relations staff in maintaining a dialogue with residents and merchants. Participates in meetings related to community affairs.
  • Supports and assists Third-Party Department staff in the coordination and management of third-party work, cooperates with Contract Compliance staff in the administration of DBE requirements, and supports and assists Environmental Compliance and Sustainability Department (ECSD) in regulatory compliance.
  • Receives, reviews, and recommends for acceptance all operations and maintenance manuals prepared and submitted by contractors and/or suppliers and coordinate any required reviews by consultants, ensures that operational and start-up tests of equipment are performed by the contractor to verify the proper operation, functioning of individual equipment, and compatibility of related systems, elevates to the CMSSC Project Manager all disputes beyond the authority of the Construction Managers and Construction Oversight Leads and performs any duties required in the pursuit of the project.

Required Qualifications:

  • 10+ years of experience in construction management of heavy civil engineering projects of similar size and complexity.
  • 5+ years of construction manager or resident engineer experience in the management of major construction contracts of similar size and complexity.
  • Bachelor’s degree in engineering or construction management.
  • Experience in relocation of all utility types, including water, natural gas, power, sanitary sewers, storm drains and communications.

Key Skills and Attributes:

  • Experience in administration of contracts for construction and design.
  • Experience in day-to-day management of large construction management staff.
  • Cal/OSHA 30 Training certification prior to start of work.
  • Valid California Class C driver’s license.

Preferred Qualifications:

  • Registration as a Professional Engineer.
  • Local Los Angeles experience in coordination with utility owners.
  • Experience on transit projects of at least $300 million and light rail.
  • Experience on design-build projects; experience with progressive design-build.

We offer seven paid holidays and potentially up to two floating holidays per calendar year depending on the start, and 20 days PTO that accrue per year. The salary range for this position is $133000 – $225000.
