The Maryland-National Capital Park & Planning Commission is currently seeking up to two highly motivated, customer service-oriented individual(s) to serve as a Construction Procurement Specialist in the Commission’s Department of Parks and Recreation’s Park Planning and Development Division located in Riverdale, Maryland. Under the direction of the Capital Procurement Manager, the successful candidate will be responsible for providing support for capital construction procurements in Prince George’s County by performing professional work of moderate to advanced difficulty in the technical and administrative functions of purchasing and contract administration. This position is responsible for the procurement of construction, professional services, and related goods that are conducted with public purchasing principles and the Commission’s Procurement Manual. Examples of Important Duties
Procuring or coordinating the procurement of architectural and engineering services, construction services, and related goods and professional services required by the Department;
Prepare, contribute or edit technical and complex specifications, contracts, and solicitation documents, including all related research and analysis;
Prepare and analyze competitive sealed bids, competitive sealed proposals, requests for quotations, and other solicitations;
Research cooperative or on-call contracts for identified needs;
Identify and notify potential sources; market the solicitation;
Schedule and conduct pre-bid and pre-proposal conferences;
Coordinate and facilitate activities of selection committees;
Recommend lowest, responsive, responsible bidders on IFB’s; most advantageous, best value, or most qualified on RFP’s; most qualified on REOI’s or RFQu’s;
Develop, solicit and award Task Orders;
Review requisitions and confer with sources regarding requirements, specifications, quantities, quality, and delivery;
Engage with consultants, contractors, and suppliers to acquaint them with procurement policies and procedures and to obtain information on required products and services;
Provide guidance, assistance, and information related to the procurement procedures and documents to project managers, construction inspectors, and other internal customers;
Prepare and maintain accurate records and documentation on all solicitations, responses, task orders, purchases, contracts, correspondence, and related documents;
Ability to work independently with minimal supervision and possesses proactive communication skills;
Perform other duties as required and requested.
Minimum Qualifications
- Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
- Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration.
- An equivalent combination of education and experience may be substituted, which together total 6 years.
Supplemental Information
Highly Desirable Skills:
Four (4) years of professional experience in the preparation of construction, professional services, and technical solicitation documents;
Ability to effectively communicate complex and technical subjects in a clear and positive manner while developing effective working relationships with fellow staff;
Professional certification such as Certified Professional Public Buyer (CBBP), Certified Purchasing Professional (CPP);
Good knowledge of mathematics to perform computations, and collect and analyze values via spreadsheets;
Demonstrated experience and considerable knowledge in successfully managing construction procurement processes in a public sector environment;
Knowledge and experience in various project delivery methods such as Design/Build, Design/Bid/Build, and Construction Management at Risk;
Considerable skill with computers, including automated purchasing systems and E-Builder Project Management Software;
Ability to read, interpret, explain and properly apply procurement rules, regulations, policies, and procedures;
Ability to establish schedules and complete projects on a timely basis.
