Construction Quality Engineer – High Speed Rail

Arcadis seeks a Construction Quality Engineer to join the team in Selma, CA to contribute to the continued improvement of the project through identifying and ensuring areas of improvement are addressed and that comprehensive and verifiable corrective action plans are implemented.

Must be able to work onsite in Selma, CA.

Role description:

The Construction Quality Engineer will coordinate and oversee contractor and internal audits regarding, processes, and practices, against contractual requirements. This may include visits to job sites, or other contractor facilities in the area. In this position, you will take a lead role in all aspects of audit engagements, from planning to completion, including mentoring staff and building/maintaining relationships with internal departments, contractors, and stakeholders.

Role Accountabilities:

  • Provides oversight of adherence to the design-build contractors’ Quality Management System (QMS).
  • Review of the design-build contractor Quality submittals including any update to Quality manuals, policies, and procedures.
  • Oversee the Design Builder Quality Management and perform Internal & External Audits & Surveillance
  • Maintain Quality Manuals (Annual review & updates), attend quality & project meetings as required
  • Manage Field Inspectors and Field Surveillance program
  • Assist QMDP Handover and input NCRs in workflow and oversee Design Builder Source Inspection
  • Work closely with Quality Oversight Manager to establish quality objectives and ensure they are met using identifiable metrics.
  • Assist with the oversight of adherence to the design-build contractor’s compliance with the 3rd Party Quality requirements as required in 3rd Party right of way.
  • Monitor source inspection reports for Caltrans, METS, and subcontractors.
  • Supervise Quality Oversight (QO) staff that perform project site inspections, QO reports, QO metrics, and other related project support duties.
  • Assist with the development and deployment of company-wide Quality standards, best practices, policies, and procedures.
  • Assist Quality Oversight Manager with the PCM audit and surveillance program. This will require overseeing and performing internal audits and surveillances of the design-builder contract requirements and internal audits and surveillances of the PCM contract requirements.

Required Qualifications

  • 5 years of heavy civil construction
  • 2 years of related experience in Quality Assurance & QC Oversight for construction projects
  • Bachelor’s degree in Civil Engineering, related field, or equivalent work experience.

Key Skills and Abilities:

  • Familiar with construction material testing and tester requirements.
  • Good communication skills including the ability to write technical reports.

Preferred Qualifications:

  • California Professional Engineer (P.E.)
  • Familiarity with Caltrans policies and procedures

The salary range for this position is $81000 – $132000.
