The Construction Supervisor will be responsible for the management and safe execution of capital construction activities while working closely with the responsible Project Engineer, Operations, and various Refinery service organizations. These responsibilities are performed in both field and office work areas; however, the position is predominantly a field-oriented position.
Responsibilities May Include:
- Ensuring projects are executed consistently with respect to safety, health, and environmental policies and procedures.
- Coordinate and oversee the daily work of construction contractors and employee teams assigned to support construction of projects.
- Interaction with various departments within the Refinery organization as necessary to safely execute field activities including work permit administration, quality control, material procurement, and status reporting.
- Ensure work is in compliance with Company policies, procedures, and engineering standards; common industry practices, codes, and standards; and government codes, laws, regulations, and rules.
- Reading, understanding, and interpreting the scope of work as defined by construction drawings and specifications.
- Working with the Project Engineer in the development of a contracting strategy, as well as the review, selection, and award of the contract. In some circumstances, it may be appropriate that the incumbent take sole responsibility for the above.
- Partnering with the engineering staff to manage project construction costs, schedule, and quality of work. Assist with correcting deficiencies when necessary.
- Coordinating the handoff of projects from project engineering to construction and integrate them into the overall construction schedule.
- Coordinate activities of contractor personnel either on a lump sum or cost reimbursable basis. Will be expected to understand the nature of the contract as awarded and oversee the execution of work in accordance with contract terms.
- Supervising field construction coordinators, including assigning/delegating work.
- Reviewing and commenting on project specifications & drawings prior to construction.
- Partnering with the engineering staff to select contractors, determine crew size, and promote good contractor/Company relationships.
- Collaborating with Company and contractor personnel to ensure proper prioritization and project efficiency.
- Effectively control and manage “request for information” and “change order” processes.
- Drive continuous improvement of construction execution through lessons learned reviews and incident/accident investigations.
- Networking with peers internally and externally to share best practice information.
- Support other refinery departments as needed, including maintenance during plant outages and turnarounds.
Basic/Required Qualifications:
- Legally authorized to work in the job posting country
- Bachelor’s degree from a four-year college or university in construction management, engineering, or a related field
- 3 or more years of experience in construction supervision / management, project management, or facilities maintenance
- Experience in the construction (installation and erection) and maintenance of piping systems, pressure vessels, heat exchangers, fired heaters, storage tanks, rotating/reciprocating machinery and to a lesser extent the installation of electrical and instrumentation
- Knowledge of schedule activities and schedule forecasting
- Knowledge of construction procurement, material handling and fabrication activities
- Experience with supervision of construction contractors and construction strategies
- Must currently hold, or be able to obtain, a Transportation Worker Identification Credential (TWIC) card
- Willing and able to perform and comply with the following:
- Work safely near large, hot, high-speed machines
- Climb ladders and stairs up to 200 feet in height
- Transport articles up to 50 pounds
- Frequent standing and walking (infrequently on ice and occasional water or slippery surfaces)
- Work around chemicals, including acids and bases
- Work around hydrocarbons under high pressure and heat
- Work outside in harsh weather conditions
- Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
- Maintain face daily so that a respirator / face mask can seal properly (some examples include being free of facial hair and / or clean shaven)
Preferred Qualifications:
- 7 or more years of experience in construction supervision / management
- Experience interfacing with engineering and construction contractors
- Knowledge of cost control and forecasting
- Knowledge of manpower loading and logistics
- Knowledge of Refinery, OSHA, and construction industry safe work practices
- Clear and concise written and oral communications
The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety of crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is $90,000.00 – $162,750.00 per yeardepending on a candidate’s relevant work experience and education.
