Contingent Workforce Program Manager (Provisional)

Summary

The Contingent Workforce Program (CWP) Manager acts as a business partner between staff and operations, workforce planning, labor functions and external staffing agency partners by playing a key role in staffing agency management programs and processes for fulfilling short term labor.

The Program Manager will be highly motivated, with an understanding of Coningent Workforce Program drivers like vendor quality, cost, efficiency and risk, along with vendor management and VMS tool/workflow experience.

The duration of a provisional position is not to exceed three years but is subject to change based on performance and business needs.

Responsibilities

  • Manage end-to-end operations and technology that supports NYPA’s contingent workforce program from need, approval, sourcing, pre-onboarding activities, engagement and on-offboarding.
  • Support configuration of all CW engagements through MSAs and CWP Vendor Management Systems (VMS) to ensure consistency in broadcasts, procurement, and associated waivers, disclosures, and visa administration.
  • Closely monitor all offboarding transactions to ensure the on-time removal of systems and building access; ensure immediate resolution of IT access, badge, and asset provisioning escalations for urgent and sensitive scenarios.
  • Assist with all onsite terminations in collaboration with legal, IT, security, and Employee Relations where appropriate.
  • Coordinate compilation and reporting of CW data within VMS tool and use data analytics to capture metrics including spend, volume, rates and other related VMS data.
  • Assist with managing the contingent labor team including day-to-day operations and compliance while working collaboratively with cross-functional partners (Legal, Procurement, IT, Strategy, Finance, & HR).
  • Serve as the primary point of contact, liaison, and escalation for contingent labor inquiries for internal or external stakeholders and take lead role for sensitive situations and complaints.
  • Manage staffing agencies according to contractual agreements and oversees staffing agency performance and adherence to regular reporting requirements.
  • In conjunction with management, proactively identify issues, failures, and risks associated with program and staffing agency.

Knowledge, Skills and Abilities

  • Ability to operate under limited guidance and execute assignments and goals from moderately complex to complex issues and variable factors.
  • Ability to implement pricing strategies with compensation schedules and understand the relationship of calculating rates, margins and statutory taxes, and obligations.
  • Ability to develop training material in visually pleasing styles and creative approaches for high impact knowledge retention
  • Extensive knowledge of contingent workforce best practices, including the understanding of CW/Consultant/Independent Contractor legal standards
  • Excellent written communication skills
  • Experience with data analytics
  • Experience fostering and developing strong relationships with vendors, business partners and Responsible Management
  • Working knowledge of U.S. employment law
  • Experience with VMS and ATS and procurement systems

Education, Experience and Certifications

  • Bachelor’s or other advanced degree in related discipline
  • Minimum 4 years of related experience such as leading a contingent workforce program or talent sourcing a temporary workforce.
  • Certification CCWP, Certified Contingent Workforce Professional is preferred.
