The Contract Administrator III position is responsible for the administration of contracts ensuring that contract agreements are appropriately drafted, negotiated, and executed. Working independently, conferring with superior on unusual matters, performs work that is varied and moderately complex requiring analysis, integration, and creativity. Assignments are broad in nature. Exercises decision making and independent judgement. Business communications outside department are frequent.
Examples of Duties
Essential Duties:
- Works independently performing the coordination of the Procurement process for five districts and one intergovernmental entity; procurement process selection, document drafting and review, solicitation, proposer inquires, bid opening, evaluation, awards and contract execution.
- Drafts contract documents using approved templates in accordance with public contracting laws and the District’s LCRB rules, in conjunction with legal counsel.
- Analyze purchasing and contracting policies, processes, and procedures for the purpose of creating measurable efficiencies and customer service
- Approve, negotiate and finalize all Contracts and/or task orders
- Presents procurement recommendations to District boards as needed
- Collaborates with all departments to procure a variety of goods, personal services, professional services, and public improvement and construction services.
- Serves as a technical resource on internal contracting procedures to staff.
- Serves as an expert in federal and state procurement processes.
- Provides supervision and support for junior personnel.
- Responsible for resolving problems with other groups and representing the procurement work team.
General Responsibilities:
Specifically, the contract administrator series class duties include:
Administration
- Ensure procurement process meets LCRB rules established
- Manage the procurement process
- Generate Reports for Boards, staff and management
- Collaborate with staff on procurement projects
- Responsible for “Certificate of Insurance” documents for all contracts/IGA’s
- Maintain Contract files and related spreadsheets
- Train staff on procurement and contract process
- Assist with processing Public Record Requests.
- Research procurement- and contract-related processes and documents, reporting results to other staff members.
- Promotes procurement opportunities in the business community, including encouraging bids from minority-owned, woman-owned, or emerging small businesses (MWESB).
- Manages contract and intergovernmental relationships and assists in contract negotiations as requested by project manager or determined by business needs.

Education, Experience, and Special Requirements:
- Bachelor’s degree in applicable field or equivalent experience
- 5-8 years directly related professional experience
- 1-2 years of supervisory and/or lead work experience
Supplemental Information
Working Environment: General officeenvironment, sitting, occasional lifting. This position is not considered safety sensitive. This position is expected to work 5 days a week and is eligible for a hybrid work schedule. Hours may vary but should fall between 7:00am and 5:00pm.

Vacation Benefit
All full-time and regularly scheduled part-time employees are eligible for vacation based on the schedule below. Relevant experience prior to work at MCDD will be determined by the hiring manager. All accruals begin after the completion of 90days of employment. At the end of the Introductory Period, credit is given from the first day of employment. No vacation time may be taken or paid during the Introductory Period, unless specific arrangements have been made at the time of hire. You will earn vacation benefits according to the following schedule for full-time vacation accruals, unless otherwise determined by the Executive Director:

Sick Leave
Regular employees receive 8 hours of paid sick leave per month for full-time employment and a prorated amount for part-time employment. Temporary and seasonal employees are able to earn and utilize up to 40 hours per year of sick leave.
Family Medical Leave
In accordance with federal and state law, and the MCDD policy for medical leave, MCDD grants family and medical leave to eligible employees for certain family and medical related reasons.
