Contract and Accounts Payable Manager – COMCARE

Provides contract development and management for COMCARE. Also provides administrative oversight to the accounts payable functions within COMCARE.

This is a mid-level manager position that requires critical thinking skills, ability to think through the consequences of a decision, and the ability to articulate well verbally and in written form. Additionally, this position works with sensitive information and must maintain confidentiality. . This position works closely with COMCARE’s Leadership Team as well as Sedgwick County’s Legal, Finance, and the County Manager’s Department. Employees must be able to complete complex tasks by applying CCBHC practices, standard office policies, authorized instructions, and past precedents to achieve a desired outcome. Employee must quickly recognize emergency or sensitive situations and take appropriate action. Critical decision making and the ability to think through the consequences of a decision are essential in this position.

Contract Management and Negotiation

  • Key member of negotiations team, advising and participating in negotiations with vendor, providers and partners.
  • Work with County Legal and contractors to develop contracts and help negotiate rates. Obtain appropriate signatures.
  • Input all contract requests into the agenda and contract management system to be reviewed and approved by internal staff and County officials.
  • Conduct site visits and research in accordance with contract requirements, including use of personal vehicle to drive between locations.

Direct Supervision of Staff

  • Provide training, leadership, and coaching to staff, including documentation sessions.
  • Evaluate staff through performance goals and competencies.
  • Conduct interviews for vacant positions supervised and make hiring recommendations.
  • Approve staff time and leave requests through the electronic timesheet system.

Directs and oversees COMCARE purchasing and reimbursement program.

  • Review, analyze, and make recommendations regarding COMCARE policies affecting travel/mileage/professional development reimbursement and purchasing program.
  • Update Finance on contract process for invoicing and reporting obligations
  • Run yearly System for Award Management (SAM) checks on all contracts
  • Ensure all contracts have up to date liability insurance certificates
  • Administrative oversight of volunteer policies and volunteer recruitment for DPS programs
  • Conduct risk assessments for COMCARE/DPS partner agencies receiving contract funding
  • Implement and provide oversight for all grants by ensuring the County expected procedure is followed.

Minimum Qualifications: Associate’s Degree from accredited college or university in Accounting, Public or Business Administration, or a related field. Education may be substituted with experience, with one year of experience for one year of education. Two years of experience with contract management, grant writing, policy development, or a related field. One year of professional supervisory experience. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver’s license and current proof of automobile insurance. Must be able to safely operate a motor vehicle and meet driver qualification standards as set forth in Sedgwick County’s Fleet Vehicle Operation and Usage policy. Meet the specifications as outlined in the CMHC/CCBHC licensing standards and pass KBI, DCF child abuse check, adult abuse registry, and motor vehicle screens. Must complete orientations provided by Sedgwick County and COMCARE.

Preferred Qualifications: Three or more years of supervisory experience. Experience working with contracts and/or accounts payable.
