This position serves as a/the Contract & Compliance Manager leading a team of IT professionals responsible for software licensing and contracts for the State of Illinois. In this role, you will advise other DoIT team members and state agencies on state contract and licensing requirements for the acquisition of hardware, software, and professional services. You will assist state agencies with complex technology issues related to software licensing. In addition, you will advise DoIT management on procurements to help establish technology direction, while conducting and coordinating highly focused research activities on IT issues of key interest to the State. Job Responsibilities
30% Subject to management approval, serves as the Contract & Compliance Manager for the Department of Innovation & Technology (DoIT) planning, directing and evaluating activities of subordinate staff:
- Manages, organizes, plans, and controls unit operations
- Oversees, directs, reviews, and evaluates activities of subordinate staff.
- Provides advice, guidance, and direction for the acquisition of hardware, software, and professional services to assigned supported agencies regarding Information Technology (IT) planning and establishing technology direction to the procurement and implementation of resources and systems.
- Analyzes agency requests and needs.
- Advises agency on the steps and actions necessary to receive approval.
- Reviews requests for completeness and compliance with approved agency information technology plans and policy.
- Reviews and recommends approval or disapproval of agency requests.
- Prepares written recommendations and/or analysis for DoIT review.
25% Serves as liaison to supported state agencies for specific, complex technology issues related to contracts and software licensing utilizing special knowledge, expertise, or training:
- Works independently or as the facilitator/coordinator of a multi-agency research team.
- Conducts and coordinates highly focused research activities on IT issues of key interest to the State.
- Develops and recommends statewide policy and directives related to contracts and compliance.
- Coordinates and facilitates multi-agency teams to pursue process of statewide significance from research.
15% Serves as the first point of contact for assigned agencies on issues related to software contracts or licenses:
- Provides assistance to supported agencies for statewide IT planning, including participation in the development and review of statewide IT contracts and license agreements.
- Identifies opportunities and coordination for the sharing of information between agencies.
- Responds to a wide variety of inquiries and requests related to the full spectrum on IT contract issues.
- Travels to attend meetings, conferences and seminars.

10% Serves as working supervisor:
- Assigns and reviews work.
- Provides guidance and training to assigned staff.
- Counsels staff regarding work performance.
- Reassigns staff to meet day to day operating needs.
- Establishes annual goals and objectives.
- Approves time off.
- Prepares and signs performance evaluations.
10% Participates in the development of procurement guidelines and procedures for agencies under the Governor or who fall under DoIT authority for IT related activities.
5% Keeps abreast of new developments in the Information Technology (IT) field:
- Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on IT products, vendors, techniques, and procedures.
- Attends demonstrations and exhibitions related to assigned operations.
5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in computer science, Information Technology, or related field.
- Requires three (3) years of progressively responsible professional administrative experience in computer science or related field.
Specialized Skills
- Requires three (3) years of professional experience in contract compliance related to hardware acquisition or software licensing.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience in contract compliance related to hardware acquisition or software licensing.
- Two (2) years of professional experience serving in a liaison capacity for complex technology issues related to contracts and software licensing.
- Two (2) years of experience developing and recommending policies and directives.
- One (1) year of professional experience in supervising professional IT staff.
- Ability to analyze administrative problems and adopt an effective course of action.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.
