Job Description
JOB SUMMARY
The Contract Compliance Specialist performs compliance monitoring, investigating, and reporting on insurance requirements and on the labor practices of contractors and subcontractors engaged in construction work for the San Antonio Water System (SAWS). These tasks are to ensure compliance with State of Texas prevailing wage laws and/or any other applicable regulations and contract requirements. This position is also responsible for drafting and coordinating the execution of contract amendments.
ESSENTIAL FUNCTIONS
- Provides training to staff, contractors and subcontractors regarding SAWS prevailing wage or Davis Bacon issues and the electronic reporting requirements.
- Receives complaints of noncompliance made by contract workers and conducts initial meetings with complainants and contractors to obtain information and documents to determine the validity of the complaint within 31 days of receiving the complaint.
- Interviews construction workers in the field and compares information obtained in the interview to the certified copies of contractor payroll records for compliance with the SAWS prevailing wage requirements.
- Determines the amount of wages and penalties due for noncompliance.
- Recommends and prepares the necessary documents to stop payment to contractors found to be in violation of the prevailing wage requirements and prepares necessary documents to release any stop payment order.
- Responds to technical questions regarding prevailing wage rates, SAWS electronic reporting procedures, and complaint processing requirements from contractors, subcontractors, and complainants.
- Monitors and ensures that assigned contracts for professional services and construction are in compliance with the insurance requirements and addresses non-compliance issues.
- Enters contract information and insurance requirements into the insurance compliance application and ensures that insurance compliance is obtained for all new contracts prior to execution of the contract.
- Serves as the primary Point of Contact to address unmatched insurance certificates issues in the compliance application and responds to issues pertaining to the insurance compliance application.
- Provides training to staff and contractors regarding the insurance compliance application.
- Researches contract amendment requests to ensure current contract terms and conditions, funding and ability to extend exists and prepares Contract Amendment.
- Coordinates with user departments, Legal and the Contracting Manager to process Contract Amendments.
- Performs other duties as assigned.
DECISION MAKING
- Works with moderate supervision while performing compliance procedures for Prevailing Wage Reviews and insurance monitoring tasks.
- Reports noncompliance findings to Contracting Manager and/or Director.
MINIMUM REQUIREMENTS
- Bachelor’s degree in Accounting, Information Sciences, Business Administration or Management or related field from an institution accredited by a nationally recognized accrediting agency.
- Two years of experience performing contract administration duties.
- Proficient in the use and application of spreadsheet, word processing, financial, presentation, and database software.
- Valid Class “C” Texas Driver’s License.
- Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.
PREFERRED QUALIFICATIONS
- Auditing experience related to construction projects.
- Bi-lingual in English/Spanish.
- Prior experience in using the LCP Tracker software application.
- Prior experience with insurance compliance applications.
JOB DIMENSIONS
- Knowledge of the compliance aspects of the Texas Government Code 2258 and insurance requirements.
- Skilled in the use of the LCP Tracker software application for monitoring Prevailing Wages, insurance compliance application and other SAWS electronic systems.
- Ability to maintain frequent contact with construction contractors and consultants.
- Ability to maintain occasional contact with SAWS mid-management, staff, and Department of Labor.
- Ability to communicate effectively, both verbally and in writing. Ability to travel frequently to various SAWS construction locations.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Works primarily in an office environment; however, this position will be required to conduct construction site visits and contractor personnel interviews for Prevailing Wage purposes. Lifts up to 50 pounds occasionally. Squats or stoops occasionally.
