Job Description
Pay Grade: K
Under broad supervision, develops, processes, approves, and oversees legal contracts and compliance within the guidelines. Monitors performance of assigned contracts.
Roles and Responsibilities:
- Performs job responsibilities with minimal supervision.
- Serves as job expert or organization resource in assigned areas.
- May supervise staff.
- Ensures compliance of project documentation according to established procedures and record retention.
- Performs research, evaluation and analysis for monitoring performance for compliance/non-compliance of contracts.
- Coordinates implementation of contracts.
- Develops and implements contracting policies and procedures.
- Examines pay vouchers for contractor payments.
- May direct/coordinate the procurement and property programs.
- Prepares contracts in compliance with federal and state laws, rules and regulations and agency/department requirements.
- Prepares, processes and reconciles contract documents and reimbursement requests.
- Processes all construction plans, the contract proposals and contracts for bid.
- Reviews contract specifications before solicitation and ensure available funding.
- Takes appropriate actions with regard to contract compliance, progress and corrective actions.

- Excellent Customer services skills.
- Ability to work in a very fast-paced environment while effectively and accurately managing multiple projects simultaneously under tight deadlines.
- Working knowledge of State of Georgia contracting, grants administration or accounts payable policies/procedures.
- Ability to work independently with limited direction.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university AND Two (2) years of contracting-related experience.
OR
- Six (6) years of contracting-related experience.
OR
- Two (2) years of experience required at the lower level Contracts Administrator 2 (LEP031) or equivalent position.
Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience:
- Experience with TeamWorks; eProcurement.
- Experience with Microsoft Office, including EXCEL and WORD.
- Experience in State of Georgia contracting, grants administration or accounts payable.
- Excellent customer service skills.
- Familiarity with continuous quality and process improvement methods and techniques.
- Knowledgeable with processing Multi-funded and Special Purpose Contracts, Memorandum of Understanding (MOU).
- Familiar with multiple fund sources.
- Experienced with DHS Contract Entry Process; ex: Create Requisition and eCat.
