Contracts and Compliance Manager

Montage is looking for a Contracts and Compliance Manager with a deep understanding of government contract compliance to join our growing team. Qualified candidates will have the experience and attention to detail needed to manage our agency contracts and ensure delivery of services.

This is a full-time, exempt position working a hybrid schedule of home office and at Montage’s McLean, VA or Rockville, MD office a minimum of twice a week. Anticipated annual salary for this position is $65,000 – $80,000 (commensurate on relevant experience).

The Contracts and Compliance Manager is responsible to ensure the agency remains compliant with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation (DFAR) and basic federal, state, and local government agency compliance requirements. The Manager is responsible for a variety of contracts, agreements, and quality assurance plans in accordance with agency procedures, applicable laws, and government requirements.
Knowledge, Experience, and Skills

  • Bachelor’s degree in business, law, or certification from an accredited procurement program such as the National Institute of Government Purchasing (NIGP) or certification from another such program(s) as deemed appropriate or equivalent years of experience in Contracts Administration.
  • 8+ years of experience in government procurement or government contracts administration.
  • Experience in interpreting, applying, and incorporating local, state, and federal laws, rules, regulations, procedures, and guidelines for prevailing wage, MBE, WBE, DBE, and affirmative action into contracts is preferred.
  • Mastery of federal government contract vehicles (Oasis 8a, 8a), schedules (GSA MAS), and knowledgeable of various contract and agreement types including FFP, Cost Reimbursable, T&M, IDIQ, MAS, BPA/BOA, NDAs, and TAs.
  • Experience reviewing federal contractual documents and identifying elements for compliance.
  • Proficient technology skills particularly with Mac and Microsoft Office products.
  • Knowledge of the FAR, DFAR.
  • Highly organized and detail-oriented.
  • Excellent problem-solving skills.

Responsibilities

  • Develop a system to monitor, track, and manage agency compliance to contract terms and conditions.
  • Ensure contract deliverables are scheduled, monitored, and delivered on time and in accordance with contract QASP or QAP.
  • Ensure compliance with submission instructions for invoices, reports, expenses, and other deliverables as outlined in a client contract.
  • Keep a system to log non-disclosure agreements, teaming agreements, vendor agreements, subcontracts, and certifications.
  • Collaborate with Finance department on invoicing requirements and wage requirements.
  • Keep a system to log third party certifications to include SAM, SBA 8A, ASMPP, Oasis 8A, WBE/WOSB, NMSDC, SBE, MBE, DBE, SBR, LSBRP and provide assistance during renewal periods.
  • Take action in dealing with non-compliance situations, creating realistic plans to overcome vulnerabilities.
  • Track and ensure compliance with contract labor set aside designations.
  • Disseminate information regarding the Disadvantaged Business Enterprise Program and the Small Business and Local Preference Program.
  • Manage and maintain state licensures, registrations, and annual renewals.
