We are now hiring for a full-time Contracts and Grants Monitor to join our Headquarters (HQ) Team!
ESSENTIAL JOB FUNCTIONS:
- Coordinates and conducts compliance monitoring of partnering agencies’ programs for administrative, programmatic, and fiscal requirements through desk reviews and/or site visits.
- Reviews partnering agencies’ operating policies and procedures to ensure the minimal funding source(s) requirements are met and followed.
- Examines accounting records and computerized ledgers requiring in-depth analysis of fiscal and operational practices to determine compliance with Generally Accepted Accounting Principles and funding source(s) contract requirements.
- Analyzes computerized journal entries for appropriateness of financial transactions.
- Reviews moderately complex tax returns, financial statements, invoices, bank statements, general ledgers, payroll taxes and filings, unemployment insurance, personnel records.
- Inspects independent audits of partnering agencies for conditions and corrective actions.
- Tests personnel files and payroll transactions for compliance requirements.
- Provides detail compliance reports with results and if applicable, creates and tracks corrective actions of findings. Provides technical assistance related to corrective actions.
- Provides ongoing technical assistance to agency staff. May provide trainings to staff, as assigned.
- Develops and rates agency’s risk assessments to determine level of monitoring priorities, and if warranted establishing special conditions.
- In collaboration with program staff, ensures subaward agreements include all applicable requirements including ensuring required certificates of insurance are current and meet minimal coverage limits, and generating contractual specific conditions where applicable.
- Under the general supervision of the Director of Compliance, coordinates and assesses external audits, as appropriate.
- Assesses agency grantees and programs and presents trends and recommendations to Management. Generates reports as requested to inform strategic planning and decision-making processes.
- Works collaboratively with the Contracts and Grants Manager, Public Grants and Finance Departments, HR, and other departments. Provides coverage for the Contracts and Grants Manager as needed.
QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university, preferably in either business or public administration, accounting, or related disciplines, plus five years of relevant professional experience in grants management, public administration, or a directly related field required.
- Expertise in the applicable rules, regulations, and procedures pertaining to local, state and/or federal funding including 2 CFR 200 and the Grant Accountability and Transparency Act.
- Advanced skills in analysis, organization, and planning.
- Excellent written and oral communications skills.
- Ability to work with external funders and diverse management staff disciplines in highly complex environments.
- Proficient with standard business software packages (Microsoft Word, Excel, Access), the Internet, and Windows-based desktop computers.
- Mobility to work is required. Requires some transporting of equipment and materials.
- Must have a valid Illinois Driver’s License and mode of transportation. Moderate travel is required, primarily in the Chicagoland area.
- Ability to collaborate effectively with diverse individuals and groups.
ADDITIONAL REQUIREMENTS:
- MFS staff are required to provide proof of vaccination or have an approved Medical exemption prior to starting employment. If an approved Medical is obtained, weekly testing may be required.
PHYSICAL DEMANDS
- While performing the essential duties of this job, the employee is required to sit and stand for sustained periods of time, frequently talk, hear, use hands and fingers to feel, handle and operate objects or controls, and occasionally stand, bend, stretch, stoop, kneel and crouch.
- The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing and viewing a computer terminal.
- The employee may occasionally lift and/or move up to 50 pounds.
SALARY:
- Compensation is commensurate with years of related experience, position requirements, and candidate qualifications. The average salary for the position is $62,500
