Contracts Coordinator

NYC Parks is an award-winning city agency that builds and cares for public spaces for New Yorkers to connect, play and enjoy. These public spaces, encompassing over 5,000 properties and 14% of the city’s land and coastline, include seawalls and waterfronts, pedestrian bridges, beaches and boardwalks, parks and playgrounds, historic houses, recreation centers and pools.

Major Responsibilities
• Under general direction, with wide latitude for independent initiative and judgement, responsible for writing specs, bidding, awarding and administration of service contracts.
• Use PassPort and Financial Management System (FMS) to process contract solicitation and registration.
• Maintain internal tracking database and review reports to ensure that all contract encumbrances and expenditures are accurate.
• Ensure all citywide procurement policies are followed in processing of contracts, including Minority and Women Business Enterprise (M/WBE) compliance.
• Work closely with Budget and Accounts Payable units to ensure proper funding and prompt payments are made.
• Responsible for working with internal Project Managers and contractors to resolve contract issues and adhere to city procurement rules.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

Preferred Skills

1. Bachelor’s degree and experience in a professional, technical or administrative capacity in contract management or procurement.
2. Experience with FMS, Automated Procurement Tracking (APT), Procurement Policy Board Rules, VENDEX and/or the procurement process in government.
3. Excellent computer and organizational skills; proficiency in Microsoft Word, Excel and Access.
4. Excellent writing, interpersonal, customer service and communication skills.
