The Opportunity

Abt Associates’ International Development Division (IDD) is seeking a Project Senior Manager to act as Country Program Manager of the USAID Local Health System Sustainability (LHSS) project country activities in Latin America and the Caribbean, including Honduras and Peru. The LHSS project under the USAID Integrated Health Systems IDIQ helps low- and middle-income countries transition to sustainable, self-financed health systems to support universal health coverage. The project works with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services. Led by Abt Associates, the five-year project works collaboratively with local partners to sustain strong health system performance, supporting countries on their journey to self-reliance and prosperity. In more than 18 countries in Latin America, the Caribbean, Africa, Asia and Ukraine, LHSS leads USAID’s health system strengthening support to improve the governance, financing, and expansion of equitable access to quality health care.

Working under the supervision of the regional manager, the Country Program Manager will provide home office technical and management support for activities in at least two countries in Latin America, in addition to other country or global technical activities. The country program manager will provide technical contributions and management support to interventions in health financing and public financial management for health.

Core Responsibilities

Technical

  • Provide technical oversight for project deliverables such as qualitative and/or quantitative studies, technical reports, work plans, annual reports, blogs, and other knowledge products.
  • Lead the preparation of the Annual work-plan including providing technical and managerial direction for the development of ideas for interventions and coordinating inputs from technical experts and international partner organizations and overseeing work plan, budget, and activity monitoring, evaluation and learning (AMEL) plan finalization.
  • Represent the country program internally and externally, including participating in LHSS global project meetings and initiatives, developing presentations, and overseeing knowledge management and communication products to disseminate achievements.

Management

  • Provide strategic and managerial direction and leadership over health system strengthening country programs with annual budgets totaling over $5 million.
  • Be a primary point of contact for select country programs with USAID/Washington and for the Peru-based LHSS Chief of Party and Honduras-based LHSS country representative.
  • Support recruitment of senior technical staff of country activities by reviewing job descriptions and participating in interviews.
  • Supervise program management officer(s) for assigned country programs.
  • Lead LHSS country activity management teams, including setting agendas and managing home office and country office coordination meetings, and providing direction to technical project team members and management oversight to finance and operations staff to ensure high quality project implementation, reporting and client responsiveness.
  • Manage international subcontractor scopes of work and budgets.
  • Responsibility over budget management of the country programs.
  • Apply judgment to troubleshoot implementation in close collaboration with LHSS country team members; exercise initiative to refer complex problems to the right channels.

What We Value

  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
  • MA/MS in public health, global health programs, international development, business or other applicable subject, with 10 or more years of experience OR a more advanced degree with 8 or more years of experience is strongly preferred
  • Previous international experience in one or more of the following topics: health financing, health system strengthening, human resources for health, health policy, health supply chain management, migrant health, and HIV/AIDS/PEPFAR funded programs
  • Demonstrated management skills and ability to coordinate multiple activities and teams simultaneously
  • Excellent communication (written and verbal) and interpersonal skills
  • Strong attention to detail and positive attitude; highly flexible team player
  • Superior professionalism, reliability, and integrity
  • Ability to travel to Peru or Honduras for up to two weeks at a time (when public health environment allows)
  • Ability to work independently with minimal oversight and as part of a team
  • Language skills: professionally proficient written and spoken Spanish and English required.
  • Experience working in Latin America preferred
  • Experience working on donor-funded global health or public health projects or multilateral organizations. Experience working on USAID-funded projects preferred

This position offers an anticipated annual base salary range of approximately $91,500 to $146,250, and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
