Description
The Hennepin County Public Works Transportation Project Delivery department is seeking a County Bridge Engineer who will be responsible for the overall management of the Bridge division. The Bridge division is responsible for oversight, inspection, and management of the county’s bridge and structures, including the development of new capital projects.

Location and hours:
This position is hybrid and will be performed both on-site at Public Works Facility, 1600 Prairie Drive, Medina, MN 55340 and remote as job duties require. There is no public transportation to this facility. Work hours will be Monday through Friday, 8 a.m. to 5 p.m., with flexibility. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.
In this position, you will:
- Provide leadership and direction to the 16-member Bridge Division.
- Plan, organize, supervise, and review the work of professional and technical staff involved in the management of the county’s bridges and structures, including retaining walls.
- Oversee the design of bridges and structures and coordinate municipal project development where county facilities and interests may be affected.
- Manage the operations and maintenance of the county’s bridges, including bridge inspection, load ratings and overweight vehicle permitting. This includes completing the duties of the National Bridge Inspection Standards Program Administrator on behalf of Hennepin County.
- Make engineering and administrative decisions and recommendations, identifying short and long-term funding needs related to operating, maintenance, and capital projects and programs.
- Provide critical judgment in the resolution of major engineering issues; develop and implement program objectives; organize projects and programs, including implementation of associated standards and guides for a variety of engineering activities.
- Prepare and make presentations and represent the department or division to county administration and elected officials, public or private bodies or affected citizen or related groups presenting critical technical issues.
- Determine priorities for seeking federal and state competitive grant opportunities.
- Establish performance metrics and prioritize preservation investments to maximize the life expectancy of assets.
- Develop and maintain partnerships with other agencies for projects and programs that have county and regional benefits. Engage with peers and professionals in the region to solve system-related issues and problems.
- Participate in the development of department strategic planning efforts, including county priorities such as disparity reduction and climate action plan implementation.
Need to have:
- Bachelor’s degree or higher in civil or structural engineering and six years or more of professional engineering experience including at least two years of experience at or above the level of a Senior Professional Engineer.
- Registration as a Professional Engineer with the Minnesota Board of Registration.

- Bridge and/or retaining wall management, strategic planning, budgeting, and performance management.
- Bridge and/or retaining wall preliminary and final design.
- Complex highway operations and construction projects and processes, including negotiating and managing contracts and agreements with other agencies.
- Assessing and implementing changes needed to improve workflows and efficiencies internally and/or with other departments or agencies.
- National Highway Institute training courses.
- State and Federal bridge inspection requirements.
- American Association of State Highway and Transportation Officials (AASHTO) & MnDOT Load and Resistance Factor Design (LRFD), MnDOT Standard Design Manuals and Technical Memos, construction plans, specifications, and other written forms of design guidance.
- The principles and practices of civil and structural engineering.
- Supervisory principles and practices.
- Work collaboratively and communicate effectively with staff and external partner agencies.
- Implement the principles and practices of engineering in the management of transportation assets, projects, and programs.
- Analyze the needs for and plan long range public improvement projects.
- Develop and coordinate appropriate divisional, departmental programs and projects.
- Establish and maintain effective relationships with contractors, public officials, county employees and the public.
