The Department of Health Care Policy & Financing (HCPF) oversees and operates Health First Colorado (Colorado’s Medicaid Program), Child Health Plan Plus (CHP+), and other state public health programs for qualified Coloradans. We are looking for a County Compliance Support Specialist to join our County and Tribal Relations and Administration Section within the Communications and Government Relations Division!
The County & Tribal Relations & Administration Section serves as the Department’s subject matter experts (SME) and Staff Authorities on county and tribal relations, communications, and outreach; county oversight through management of statutory and regulatory administrative rules and requirements, site reviews and administrative dashboards; county administration funding, budgeting and fiscal monitoring, cybersecurity and information technology compliance and services to counties and implementation and monitoring of county contract and grant administration. The Section serves as the liaison to the County Government, County Partner Organizations, Tribal leaders, and other government officials and their representatives on issues concerning Medicaid, the Child Health Plan Plus, other state health programs and health policy generally. The section serves as the “face” to our county partners, including County Directors, Local Public Health Directors, County Commissioners and tribal leaders. Section staff regularly represent the Department to county and community partners. The Section staff conduct outreach to local community partners including counties, local public health, tribal relations, Connect for Health Colorado local coverage guides, assistance sites and brokers/agents. Section staff identifies opportunities to improve relations and information sharing with local partners and serves as a liaison between the Department and local partners. Therefore, Department leaders rely on Section staff to make recommendations to systemically improve the local administration system, to make daily decisions that impact a workforce of 4,500+ county and eligibility site staff and to develop strategies, project plans and mitigation plans to address systemic issues. Section staff recommendations, as managed by this position, are taken as fact by Executive Leadership, as their expertise in local governments and local administration is specialized and unique; these recommendations also impact and require engagement with other state agencies Executive Leadership.
The Section includes the County Administration Unit, with staff responsible for subject matter expertise and responsibility for regulatory oversight of county departments of human/social services through financial and administrative Executive Director rules at 10 CCR 2505-5 1.010 and 1.020. These regulations are central to the Department’s fiscal and programmatic subrecipient monitoring of counties. The Unit manages and conducts county regulatory oversight programs through site audits(Management Evaluation Reviews), desk and fiscal and financial compliance reviews. Staff in the Unit are responsible for issuing guidance and actively managing and conducting oversight of county compliance areas including communications, civil rights and accessibility, quality and performance standards(Medical Assistance Performance (MAP) Dashboard Program), customer service and complaints, confidentiality, information security and automated systems, fiscal management, and other county areas not directly related to eligibility determination. The Unit is responsible for implementing new regulatory requirements at 10 CCR 2505-5 1.010 and 1.020, issuing policy guidance to support new regulations, initiate funding requests and/or coordinate with existing programs to support counties in implementing new regulatory requirements, and conducting post-implementation analyses and recommendations. Staff in the County Administration Unit are also responsible for the daily operations of county programs that provide contract mechanisms for oversight and grant funding to counties to address compliance issues, while providing funding to support local innovation in Medical Assistance. County Administration Unit programs include oversight and administration of the County Grant Program and County Incentives Program. Unit staff coordinate and communicate with other units of government to ensure local administration is compliant within the confines of State and federal law. Unit staff are responsible for working closely with Budget and Audit staff to ensure appropriate use, tracking and monitoring of county administrative funding. Unit staff work closely with other Section staff, Legal, Eligibility, Audits, Office of Community Living and other staff on ensuring county partners are held accountable.

Description of Job
This position supports the County Administration Compliance Unit and fiscal management team by conducting fiscal and programmatic administrative and program support of the Department’s county oversight programs, including Management Evaluation and Desk Review Programs.. Additional duties include, but are not limited to:
- Program and administrative support of the Management Evaluation (ME) and Desk Reviews programs, including coordinating and tracking communications related to Management Decision Letters, Improvement Action and Corrective Action Plans following federal and state guidelines, in coordination with the County Oversight Administrator, Compliance and Fiscal Administrators, and other County Relations staff.
- Assisting in the day-to-day administration of the County Incentives Program contracts and County Grant Programs intergovernmental agreements, by providing administrative and program support for both programmatic compliance and fiscal oversight.
- Providing administrative, program and project duties for the Compliance Unit at the direction of the Compliance Supervisor; this includes managing email inboxes including Salesforce tickets, receiving and storing electronic documentation, taking meeting minutes and notes, managing administrative tasks for external and internal stakeholder engagements including scheduling, managing documentation and communication tasks, and other tasks and duties at the direction of the Section Lead, Compliance Supervisor or Section Manager.
- Receiving, documenting, reviewing and providing a response to county communications including Salesforce communications
- Creating an inventory of county member communications, by county, that includes audience, purpose, frequency, and consumer testing information.
- Coordinating the review and editing process of the county created member communications with internal HCPF staff including plain language review and county staff; maintaining accurate and comprehensive inventory of both county and internal contacts.
- Assisting with internal HCPF communication e-Clearance and project tracking
- Preparing any necessary reporting documents for HCPF leadership and the General Assembly/auditors which may include creation and/or updates of Google or Excel Spreadsheets.
- Completes special projects as assigned by the County Relations & Administration Manager, County Administration Supervisor or Section Lead.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Bachelor’s degree from an accredited institution in a field of study related to the work assignment, such as Public Administration, Business Administration, Social Sciences, Health Care, or other related fields.
AND
One year of professional experience in an occupational field related to the work assigned to the position, such as conducting compliance reviews, communications reviews, or contract or grant administrative support or management which must include working in Google Workspace (email, calendaring, Google document and sheets).
