The Position

The City of Beaverton is searching for an experienced court or legal administrator with strong leadership skills to oversee the administrative operations of the city’s Municipal Court.

As one of the largest municipal courts in Oregon, the Beaverton Municipal Court handles a substantial caseload of approximately 3,000 misdemeanor cases and 60,000 violations annually. The Court also processes parking citations, city code violations, and even the occasional wedding. In addition, the court hosts two specialty court programs: B-SOBR, dedicated to supporting repeat DUII (Driving Under the Influence of Intoxicants) offenders on their journey of recovery from alcohol and drug addiction; and the Behavioral Health Court, which offers opportunities for people with mental illness to stabilize and engage in treatment, which may result in the dismissal of their case upon successful completion.

The Court Administrator is responsible for leading a team of dedicated court staff to meet the needs of all customers while ensuring that court operations comply with legal requirements. The Administrator also supervises multiple vendor contracts and manages a four-million-dollar budget, which includes grant funding. The ideal candidate will have supervisory experience, preferably in a union environment, and experience guiding teams through change and process improvements.

Responsibilities

  1. Manage employees: Supervise and guide employees to meet city goals. Handle hiring, training, and performance reviews. Address employee concerns and enforce disciplinary processes.
  2. Oversee Court operations: Manage court functions, ensuring compliance with regulations. Develop plans, set standards, and improve performance. Maintain court calendars and implement changes.
  3. Customer service: Establish and promote high standards for internal and external customer service. Model exceptional service, and train staff to uphold customer service standards, working creatively to solve customer issues in positive ways.
  4. Collaboration: Work with the Presiding Judge to implement court procedures and legal changes. Foster community partnerships for improved justice initiatives.
  5. Community engagement: Establish partnerships with local businesses and officials. Develop programs to enhance justice systems and services. Provide leadership in justice-related initiatives.
  6. Facilities and security: Address facility issues and ensure court security in collaboration with the city.
  7. Technology management: Manage court case system and plan for technology updates. Integrate new tools and multimedia resources.
  8. Reporting: Develop accurate court statistics reports to track performance.
  9. Project leadership: Lead or participate in projects that enhance court operations.
  10. Interdepartmental coordination: Coordinate with various government bodies, Judiciary members, legal professionals, and city departments.
  11. Contract management: Contract individuals for required court services. Approve payments to contractors and consultants.
  12. Budget management: Prepare, recommend, and manage the budget. Monitor expenses, authorize purchases, and engage in the city’s budget process.

Qualifications
Minimum Qualifications:

  • Bachelor’s degree in business, public administration, or a related field, and
  • Five years’ experience in a public safety, justice, legal, or court setting, including
  • Three years’ experience in a supervisory role; or
  • An equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.

Licensing and special requirements

  • Law Enforcement Data System (LEDS) certification required within 30 days of hire.
  • Ability to pass reference checks and education verification, and satisfy the requirements of a background check, including fingerprints.
  • Ability to satisfy the requirements of a pre-employment drug screen.

Compensation
Wage Range: $7,786.49 – $10,435.56 monthly
Starting wage rate will be determined depending on relevant work experience as outlined in the Equal Pay Act. New hires who meet minimum requirements will start at step one. Higher steps may be offered to those who have additional years of directly related experience to the position within the posted wage range.
