GENERAL DESCRIPTION:

This position operates under the supervision of the Technology Division Director. The responsibilities encompass serving as the project manager for many of the Office’s technology projects, which includes managing the development, installation, implementation, and maintenance of both hardware and software. Part of the job also involves evaluating office processes that can be automated, as well as the development of training materials and conducting staff training. Additional duties include the development and maintenance of the Office’s website, and managing mission-critical applications for the Office. The position also requires making recommendations to the Division Director for the strategic direction of the Office in the technology area. Furthermore, this role includes the management of the maintenance and upgrades of hardware and software, managing technology contractors, preparing project budget estimates, and the development of the Technology budget, including monitoring and reporting expenditures.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Project manager for many of the Office’s projects, designing and maintaining applications for UCCs, EFS, corporations, notaries public, elections, voter registration, campaign finance, candidate filing, state agency rules, securities, lobbyists, and fiscal auditing and tracking.
  • Responsible for the development and implementation of the Office’s applications, overseeing the testing, installation, and support.
  • Responsible for recommendations of contracting activities for technology vendors including searching, vetting, selection, and contracting.
  • Prepare contracts for review by the Division Director.
  • Supervise the prioritizing and approval of the development of new systems and enhancements to existing systems.
  • Coordinate projects with contractors and prepare project budget estimates, track expenditures; and manage contracts.
  • Oversee schedules for the achievement of work objectives, assigned tasks, and project completion.
  • Consult with, inform, and advise the Division Director to determine the Office’s future direction and goals, ensuring the Division is prepared to meet the needs/expectations.
  • Supervise the administration of management information system functions to include development and design, procurement and installation, training and use, maintenance and upgrade of hardware and software, and interface with systems external to the agency.
  • Assure proper management of information system functions, responding to critical event operations.
  • Formulate plans for system improvement and deadlines.
  • Confer with other agency staff to gather information on system problems, develop methods and procedures to resolve problems, and implement solutions.
  • Research new software and hardware for productivity, reliability, cost-effectiveness, and applicability.
  • Advise the Division Director regarding needed materials and direction for Office technology development.
  • Maintenance and development of the Secretary of State’s website.
  • Prepare and justify budget requests; monitor and report on expenditures.
  • Prepare business case plans for review by the Division Director for future technology projects and coordination of the Office’s future technology direction.
  • Prepare fiscal impacts for proposed legislation for review by the Division Director.
  • Assist the Election Division during critical election periods such as the Candidate Filing period, Campaign Finance Reporting Deadlines, and the Primary and General Elections.
  • Assist other Divisions of the Office on special projects such as updates to forms required as the result of State or Federal legislative changes, development of new agency webpage content for Division-specific pages, etc.
  • Assist Agency Executive Leadership on special projects as assigned.
  • Responsible for developing backend queries/scripts to update data within agency databases and related tables.
  • Consult with, inform, and advise the Division Director of issues identified during the data correction process.

Qualifications

KNOWLEDGE:

  • Knowledge and skills in business analysis and project management principles and methodologies.
  • Knowledge of specialized technical disciplines with large and complex business applications such as analysis, design, debugging, testing, and documenting.
  • Knowledge of relational database structure and use.
  • Knowledge and skills in SQL scripting, HTML, and CSS.
  • Knowledge of group facilitation practices and skills to organize group conversations as well as ability to provide information/leadership to a diverse group of stakeholders.
  • Knowledge of state and federal law and the political process.
  • Management, organization, and administrative methods and techniques.
  • Knowledge of computer programming principles.
  • Knowledge of contracts, risk assessment, and standard business practices.
  • Knowledge of department policies.
  • Skills in written and oral communication.
  • Skills in instructing and training personnel on the use of various technology systems.

MINIMUM QUALIFICATIONS:

Education:

Bachelor’s Degree (typically in Computer Technology)

Experience:

0-3 years of progressive work experience (typically in Computer Technology)

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Computer Technology)
