JOB FUNCTION:

Directs, monitors, and manages work activities related to various programs that impact the secondary distribution system and existing secondary issues including the Company’s revenue meters. Identifies training needs, leads, directs, develops, implements, and monitors technical training with a focus on distribution systems, clean energy projects, and customer operations. Provides leadership, expertise, training, and guidance, and support to outside contractors and consultants and the Customer Engineering Department to ensure safe, reliable, timely and cost-effective design and completion of all work assignments, as well as compliance with Company standards, policies, tariffs, and codes. Provides status updates, measures personnel progress through evaluation reports and/or other targeted documentation.

ESSENTIAL FUNCTIONS:

  • Administers and determines priority of work processes; directs and monitors the activities, programs; and provides technical direction and support to the Customer Engineering Department and other areas of the Company to represent department’s needs. Assists planners/designers/engineers with consistent application of Hawaiian Electric’s tariff, ESIM, ESPM, engineering standards, EUSERC, NEC and NESC. Assists with field problems.
  • Participates in the updating of the Company Standards and Requirements such as the ESIM
  • Works closely with Supervisors and Manager to coordinate work processes internally with other departments and divisions, with developers, contractors, consultants, government agencies, other joint pole members and individual customers to ensure all committed services or completion dates are met; and keeps up to date with all latest changes in software, procedures and/or workflow so department personnel are notified and trained accordingly.

  • Directs and supervises the development, implementation and monitoring of employee training for Planning & Design Division. Identifies and analyzes technical and related training needs of the division personnel to meet the department’s goals, performance targets and staffing needs and enhances the organizational capability of the division.
  • Formulates structured training plans and develops the training implementation plan, training budgets and performance measures.
  • Facilitates identification of individual training needs of employees and works collaboratively with them, their supervisor, the Senior Engineer, and the Director on the implementation of their individual training goals and developmental plans.
  • Develops curriculum and materials for all training programs, including annual refresher training and identifies complementary, supplementary and/or alternative training providers, modes and resources.
  • Evaluates the effectiveness of training plans and programs through testing procedures, records, and status reports in relation to established training objectives and performance measures and incorporates appropriate strategies for continuous improvement.
  • Responsible for coordinating all safety training for contractors. Provides specific training and schedules refresher training on an as-needed basis.
  • Provides emergency engineering assistance to the Customer Engineering personnel. May fill in for the Supervisor during emergencies or absences.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the theories and principles of Electrical Engineering or equivalent
  • Thorough knowledge and understanding of the application of the Tariff, Electric Service Installation Manual, EUSERC, overhead and underground Engineering Construction Standards and Practices, PUC general orders, distribution design criteria, revenue metering, T&D construction materials, NEC, project management/engineering techniques, and engineering standard practice processes and procedures.
  • Working knowledge of City, State and Federal laws and regulations as related to the placement of electric facilities along public rights of way, and cost sharing.
  • Successful completion of a supervisory training course or equivalent.
  • Thorough knowledge of Company policies and procedures contained in such documents as Company/Union agreement, Code of Conduct etc.
  • Working knowledge of personal computers and mainframe systems and related software applications (i.e., spreadsheets, word processing, database management, etc.).
  • Working knowledge in LEAN continuous principles and practices to achieve operational excellence desired.
  • Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

  • Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities
  • Must have or be able to qualify for a State of Hawaii driver’s license to accomplish on-site inspections. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

Experience Requirements

  • Experience (5 or more years) in the planning and/or design of electric distribution, sub-transmission and/or customer service systems or equivalent.
  • Experience in revenue power metering and field installation
  • LEAN continuous principles and practices and/or Six Sigma certification is preferred
