PSE’s Policy & Energy Supply team is looking for qualified candidates to fill an open Dam Safety Sr Construction Manager position!

Job Description
The Senior Construction Manager position is in support of PSE’s Dam Safety Program which falls under FERC Hydropower Program and Dam Safety Regulations. PSE is has started the Seepage Reduction Project at Lower Baker Dam which will entail installing a “grout curtain” – a series of holes drilled into the bedrock and injected with cementitious grout to reduce the water seepage through the dam foundation and abutments. Grout holes have been located to target areas that are susceptible to seepage. The grouting program is expected to take approximately two years to complete and is currently in the test grouting program. Following completion of the Seepage Reduction Project a Crest Improvement Project to modernize the spillway is planned. Lower Baker Dam is a concrete gravity arch dam. In addition to the large capital projects at Lower Baker Development PSE Dam Safety performs routine surveillance and monitoring of the Upper Baker Development and Snoqualmie Falls. PSE also operates and maintains the Upper Baker Dam and associated earthen dams and the Snoqualmie Falls Project.
Acts as PSE’s representative to ensure that project milestones are met. Interfaces as necessary to ensure the project is safely completed on schedule, within budget, and within contract specifications. Along with appropriate Plant, Program and/or Project Managers, takes responsibility for assessing contractor compliance, and forecasts any cost or schedule issues that would threaten PSE’s interests and might call for remedial actions. Along with appropriate Plant, Program and/or Project Managers, is responsible for negotiating change orders approved by PSE management. Facilitates the handover of the project to the Plant Manager and the operations and maintenance contractor.
Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.
This position may be subject to random DOT drug and/or alcohol testing.

Job Responsibilities
- Assesses and identifies contractor compliance, and forecasts any cost or schedule issues that might call for remedial actions, such as acceleration.
- Negotiates change orders approved by PSE management.
- Identifies and works with appropriate PSE experts in technical areas to review project design specifications and drawings and to ensure that contractor-provided work is in accordance with the contract specifications.
- Assists the appropriate Plant, Program and/or Project Managers to assure project documentation is complete, including documentation of as-built and documentation of any non-conformances to the agreements and their resolution.
- Works with PSE Dam Safety technical experts to monitor performance of the dam and associated instrumentation. Understand dam safety instrumentation and support as necessary during the execution of the capital projects. Understand hydropower license requirements in relationship to water management and compliance requirements.
- Understand water quality permit requirements, instrumentation, and monitoring requirements to ensure compliance. Review associated water quality instrumentation data during project execution.
- Performs other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in engineering or other related field or equivalent experience.
- At least ten years of increasingly responsible positions in the energy sector.
- Previous involvement in project management, site management or project engineering of energy projects.
- Strong analytical skills to effectively and efficiently analyze a wide array of potential business challenges.
- Demonstrated experience and ability to lead and influence cross-functional teams and stakeholders.
- Proven experience achieving structured results for unique acquisition, resource integration, operations and/or maintenance projects.
- Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.
- Excellent verbal and written communication skills, including ability to contemporaneously document evaluation, due diligence and negotiation initiatives for later prudence purposes.
- Strong organizational skills to manage complex projects.
- Proficient with suite of word processing, presentation and spreadsheet applications.
Desired Qualifications
- 10 years’ experience in project engineering or construction with experience in Northwest highly preferred.
- Experience working with FERC Dam Safety regulations and hydropower license requirements.
- Experience working on complex engineering projects.
- Prior experience in water resources.
- Civil/Structural/Geotechnical engineering background preferred.
- Possession of a Professional Engineering license.

The pay range for this position is $97,600.00 – $162,500.00, and this position is eligible for annual goals based incentive bonuses.
