GENERAL DESCRIPTION
Under general supervision and in collaboration with other Abilene-Taylor County Public Health District (ATCPHD) employees, the Data Analyst serves as a storyteller, building narratives around sets of data to communicate information about the health status of our community. These stories must be captivating, free of bias, easy to read, and direct. The position will also perform data analysis to support multiple grants that focus on issues that impact community health such as chronic disease, obesity, nutrition and physical health. This position requires innovative and systems thinking that merges technical aptitude to address problems and the ability to manage and prioritize multiple projects.

This position exercises no supervision over staff.
IMPORTANT AND ESSENTIAL DUTIES
Utilize data to generate compelling narratives and visualizations that tell the story of public health. Must have the ability to discern what information is relevant to the story with the goal of sharing streamlined and impactful messaging.
Tailors narratives, data visualizations, and dashboards to audiences and platforms. Platforms might include websites, social media, and reports. Targeted audiences include, but are not limited to: community members, regulatory bodies, potential funders, and partner organizations.
Extract data from multiple sources and use statistical and/or data management software packages (ie. SAS, R, SPSS, STATA, etc.) to clean and analyze data. Perform ongoing evaluation of data, identifying data quality issues and working with staff to enhance overall quality of data. Follow best practices and procedures for delivering data analytics and reporting services.
Assist in the preparation, maintenance and submission of the work plan, evaluation plan, and other special reports for multiple community health grants. Participate in the development and submission of Request for Proposal (grant) documents. Aid in the development and delivery of evidence-based educational materials and trainings to both internal and external stakeholders.
Conduct and attend meetings in person and virtually. Attend monthly conference calls and annual, in-person, conferences as required by DSHS. Disseminate information to other divisions and leadership.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Quantitative and qualitative research methods, statistical analysis, mathematics, geographic concepts and their application to data analytics.
Advanced MS Office features for Excel, PowerPoint, and Word.
Data visualization and creating and maintaining dashboards.
Data confidentiality and privacy protocols.
Public health functions, processes and requirements.
Medical terminology and approved abbreviations.
Safe operations of assigned technology equipment.
Safe driving principles and practices.
Skill to:
Use statistical software such as SAS, STATA, R, SPSS, etc.
Use office systems such as Microsoft Office Excel, Power Point, and Word as well as internet-based systems such as Google Drive.
Develop and maintain complex data sets. Utilizes specific data analysis visualization software (such as Tableau and Microsoft Power BI) and database software utilities (such as SQL Server Management Studio).
Develop and conduct presentations to internal and external stakeholders.
Operate office equipment including: computer, printer, fax, phone, copier, adding machine, calculator and scanner.
Safely operate a motor vehicle.
Ability to:
Exercise independent judgment and show initiative by prioritizing work and managing multiple projects simultaneously.
Communicate clearly and concisely, both orally and in writing. This includes effectively communicating complex technical and analytical findings to non-technical audiences.
Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

Experience and Training Guidelines:
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
Two (2) years of experience in data collection, synthesizing, analyzing, and interpreting data, and data visualization is required.
Two (2) years of experience teaching and/or giving presentations is preferred.
Two (2) years of experience in public or community health experience preferred.
One (1) year of SPSS or SAS experience is required.
One (1) year of Google Sheets or MS-Excel is required.
Education/Training:
A Bachelor’s degree in health, business, epidemiology, statistics, mathematics, computer science, education or a related field is required.
A graduate degree is preferred.
License or Certificate:
A valid Texas driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is preferred.
Special Requirements:
Ability to travel to different sites.
