Information Services is the central IT department supporting all divisions of the Metropolitan Council. Our 140 team members provide technology, practices, and innovative solutions that enable the core services of the Council.
How your work would contribute to our organization and the Twin Cities region:
The Data Architect will collaborate and work across multiple divisions within the Metropolitan Council: Regional Administration, Metro Transit, Metropolitan Transportation Services, Environmental Services and Community Development.
This Individual will work to expand the company’s use of data as a strategic enabler of corporate goals and objectives. They will create data solutions that make appropriate data accessible and available to data consumers, including data scientists, data and business analysts, citizen integrators and line-of-business users.
The Data Architect will achieve this by strategically designing, developing, and implementing data models for enterprise-level applications and systems. This includes conceptual, logical and physical data models and may include business and application modeling. This individual will act as the primary advocate of data modeling methodologies and data processing best practices.
The Data Architect will be a practitioner of data architecture, an information technology discipline concerned with designing, creating, deploying, and managing an organization’s data architecture. They will define how data is stored, consumed, integrated, and managed by different data entities and IT systems, as well as any applications using or processing that data in some way.
This individual will collaborate across and support business and information services, designing, building, managing, and operationalizing datasets and data pipelines in support of key data and analytics use cases. This individual will also integrate analytics and data science outputs into existing business processes and applications.
The Data Architect will comply with data governance and data security requirements. They will work with domain experts, data scientists and analysts in framing the business problem and provisioning integrated data quickly across multiple environments to help solve the business need.

What you would do in this job
- Determine stakeholder requirements for data development.
- Design and develop efficient data solutions and databases.
- Build solutions for data analysis, data warehousing, reporting, and analytics.
- Provide data architecture and technical leadership to IS and business teams.
- Define how data will be stored, consumed, integrated, and managed.
- Perform data modeling and database normalization/denormalization.
- Develop and enforce data integrity and referential integrity.
- Help design and build data flows, data integrations, ETL, and data pipelines.
- May interact with application integrations such as APIs and Web Services.
- Conduct capacity planning, feasibility studies, and analyze requirements.
- Troubleshoot database connectivity issues, network, and application problems.
- Develop and maintain data standards and documentation.
- Create best practices and procedures for managing data.
- Help design database security, including secure production and non-production environments.
- Innovate and leverage emerging technology and participate in strategic planning.
- Provide consulting services to business units within the Council.
- May help build reports and dashboards.
What education and experience are required for this job (minimum qualifications)
High school diploma or GED AND ten (10) years of experience in the following areas:
- Working with stakeholders to understand data needs and gather business requirements
- Hands on experience developing and implementing data architecture and complex data models
- Logical and physical data modeling
- Creating high performing databases
- Designing and building data stores, data lakes, data warehouses, and data marts
- In-depth knowledge of data integrations, data pipelines, and ETL concepts, approaches, and tools
- Working with SQL Server, Oracle and/or other similar database technologies
- Experience writing complex, high-performing queries
- Technical leadership experience
- Developing data standards, best practices, and procedures
- In-depth knowledge of application development life cycle
- Data security, including oversite responsibilities for data marts and data warehouses
- Capacity planning
Note: Highest completed degree in the following majors: Computer Science, Information Systems, or a related field will count towards the minimum ten (10) years of required work experience.

What additional skills and experience would be helpful in this job (desired qualifications):
