POSITION SUMMARY:
Oversees the growth and enhancement of data governance and manages the data analyst/administrator team. Has access to protected healthcare information (PHI) or confidential identifiable information (CII), both paper and electronic, as necessary, to perform related job duties and responsibilities.
ESSENTIAL FUNCTIONS:
- Oversees and supervises data analysts/data administrators.
- Evaluating the design, selection, and implementation of database changes by comparing them with business requirements and design documents in collaboration with Business Analyst, IT, and evaluation and CQI teams.
- Collaborate with team to develop and implement data strategy and data management roadmap.
- Collaborate with teams in developing recommendations around policies, standards, and framework for data governance and data management.
- Provide input on overarching data architecture and plan.
- Collaborate with teams in designing and maintaining data governance and data quality in alignment with organization and program needs, while balancing quality, risk, effort, and cost
- Collaborates with CQI manager, data analysts and business analysts to map and assess current processes and structures for data governance and identify gaps and areas for improvement.
- Support projects that impact data migration, classification, quality, cataloging, conversation, mapping, reporting, and discovery
- Vender management of consumer data management systems
- Responsible for hiring, training, supervising, coaching, mentoring, retaining and evaluating staff
- Responsible for managing the scope, cost, schedule and quality of assigned systems and projects
- Manages human and technical resource allocations to meet deadlines
- Engages and advises CHSW Leadership on project prioritization and other agenda items as needed
- Communicates and presents findings and key insights to leaders and stakeholders.
- Understands and translates business needs and objectives to team members.
- Applies industry knowledge to interpret data and improve performance

KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of data management system design, systems, and database technology.
- Knowledge of data, data architecture, modeling, trends analysis, and statistics
- Knowledge of data integration, system consolidation, data management, and business reporting
- Technical background with strong analytical, quantitative, problem-solving and pattern recognition skills
- Ability to lead, coach and supervise staff
- Ability to multi-task, prioritize, sit with ambiguity, and change direction/tasks as organization requirements change
- Excellent communication skills to translate complex information using non-technical terms
- Excellent time management skills and the ability to work towards meeting multiple deadlines simultaneously.

- Must possess strong human relation skills to communicate and work within a culturally diverse work environment and community
- Strong knowledge of and work experience with SQL
- Proficient in MS Office 365
- Ability to read, analyze and interpret business periodicals, professional journals, technical procedures or governmental regulations.
- Ability to write reports, business correspondence and procedure manuals.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

MINIMUM QUALIFICATIONS:
- At least five years working experience in data governance and data management
- Prior leadership experience (formal or informal) required.
- Prior experience managing direct reports preferred.
- Experience managing data teams.
- Strong knowledge of and work experience using Power BI analytics tool and SQL
PREFERRED QUALIFICATIONS:
- Degree or Certificate in analytics, data science, data management, computer science, or related field
- Experience managing children/family services, early learning, behavioral health, and health industry data management systems
SALARY RANGE AND BENEFITS:
The salary range for this position is $85,591-$126,628. The starting salary range for this position is$85,591-$95,877 DOE for external candidates.
Employees (and their families) are covered by medical, dental, vision, and basic life insurance. Employees are able to enroll in our company’s 401k plan. Employees will also receive 10 days of vacation leave each year, one personal day each year, and will accrue one sick day per month (pro-rated for part-time employees).
