Description
The Maryland-National Capital Park and Planning Commission, Prince George’s County Department of Parks and Recreation, has an immediate need for a Data Relationship Manager within the Management Services Division. Under the general direction of the Division Chief, this role will leverage business intelligence solutions to provide end-to-end information management to the Department. The position will provide strategic oversight of highly complex and technical units and work programs that fulfill customer service needs within the Department and the communities we serve. The Data Relationship Manager will be responsible for creating a consistent and unified strategy focused on information management. He/she will establish standards for the following work units: Enterprise Asset Management (EAM), EAM Operations, and Utility Management. Additionally, this position will oversee the related database systems that drive sustainable progress and efficiencies through improved data structure, integrity, governance and processes. The Data Relationship Manager will participate in Commission and/or Department-wide decision making and strategy formulation relative to information management, business intelligence solutions, and customer service delivery. The ideal candidate will need to build relationships with key stakeholders and have a board knowledge of business operations, technology, and consumer products to effectively leverage the product/service offerings, satisfy client needs, identify opportunities, and maximize results.
Examples of Important Duties
Unit Management/Staff Supervision:

Manages assigned work programs and unit. Keeps unit staff informed of Commission policies and procedures; establishes unit work program goals and objectives; sets work standards; enforces work rules; plans, schedules, assigns, and reviews the work of the unit; provides input for, recommends and administers approved unit budgets (controls expenditures); manages unit staff and other personnel in support of programmatic objectives and operational requirements; monitors work operations; ensures oversight of the work of consultants and contractors.

Performs a full range of supervisory human resource (HR) management functions, unit wide. Initiates or recommends official personnel actions such as recruitment, selection, and transfer; selects or helps select staff; trains and develops staff or ensures staff training and development; mentors and coaches; counsels or disciplines; approves or disapproves leave; ensures adherence to equal employment opportunity (EEO) requirements and pertinent Commission policies and procedures; establishes and communicates objectives.

Core Program Management Functions:
Enterprise Asset Management (EAM): Demonstrate effective leadership through providing ongoing support to the EAM operations. Maintain professional and positive work relations that embrace public service. Effectively manage unit projects and ensure timely completion of goals and objectives through time management principles. Monitor department-wide community-based activities, programs, projects, and special events (development, maintenance, and operational) support them through EAM initiatives. Develop relationships with parks and recreation managers to fully use the capabilities of the EAM and ensure its use to meet the strategic goals of the user community. Analyze the Commission’s major systems, including EAM to increase efficiency; respond to automation needs; and improve overall costs effectiveness as well as to enhance staff productivity.

• EAM Operations: Develop long-range strategic plans for all of the supported software and hardware platforms to maximize efficiencies, create scalability and solve business problems for the Department. Continuously analyze business processes to increase efficiency; respond to needs; and improve overall costs to the network. Establish a work plan that incorporates system enhancements, and other significant related projects. Lead new initiatives with the Agency to ensure effective project planning and management. Maintain professional and positive work relations that embrace customer service, resolve problems diplomatically, use flexibility and helpful attitudes with staff, demonstrate effective negotiations, and develop consensus-building skills. Effectively manage projects and ensure timely completion of goals and objectives.

• Utility Management: Oversee a team that will be responsible for analyzing utility invoice data in order to identify performance trends, patterns, or anomalies that may indicate issues with utility usage and billing errors for various facilities and functional areas. The Data Relationship Manager will assist the commission in understanding potential opportunities for energy-efficient improvements in our structures by evaluating a building’s energy efficiency using information obtained from meters and utility bills, and providing advice on conservation methods. Additionally, they will conduct on-site visits to inspect facilities, evaluate their energy conservation measures and programs, and perform energy audits. Through analyzing energy usage data, they will measure efficiency and make recommendations for improvements.

Furthermore, this position will be responsible for providing data on energy usage trends to the facilities and programs through Energy CAP, and will also address any billing errors with utility companies on behalf of the Department.
The Data Relationship Manager will also play a role in calculating and monitoring the efficiencies of facilities that have undergone major utility upgrades, such as the installation of high efficiency lighting, motion sensors, and high efficiency AC units.
Other:

  • Serves as the department’s senior internal consultant on program management matters by applying special expertise in one or more functional domains consistent with assigned functions. Prepares executive summaries, final documents, and makes formal presentations.
  • Serves as a member of the department’s management leadership team. Identifies, recommends, and implements new work methods, and procedures to enhance productivity and effectiveness. Works with other managers within the department and works with broader scope and higher-level management teams as well as interagency teams, to resolve problems, enhance inter-staff or interagency teamwork, and develop and implement department-wide changes in procedures.
  • Maintains confidentiality of data, including legally protected personal information, proprietary and pre-decisional information not subject to public information disclosure, sensitive programmatic data, and other sensitive information.
  • Performs environment scans to proactively identify and prepare for, inform others of, and respond to emerging issues. Stays informed of developments in functional domains of assignments, and of changes in guidelines applying to the areas of work focus.

Minimum Qualifications
1. Bachelor’s Degree in Human Resource Management, Finance, Business Administration or Public Administration or any related field.
2. Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
3. An equivalent combination of education and experience may be substituted, which together total 10 years.

Preferred Knowledge, Skills and Abilities:

  • Master’s or bachelor’s degree in information systems, Computer/Data Science, or Business Analytics/Administration.
  • Experience driving organization change across a large enterprise. • 10+ years’ experience in data/information management, strategy, and operations.

  • Ability to communicate in a manner understandable to end users at all levels.
