Summary

You will serve as a Data Scientist (Statistical Analyst) for the Small Business Administration (SBA), Office of Disaster Assistance (ODA), Disaster Data Analytics and Information Tech Div in Washington, District of Columbia. This position provides subject matter expertise in the highly technical and specialized area of data sciences and is a key advisor to the Director of Disaster Data Analytics & IT Division on all matters related to data science.

Duties

As a/an Data Scientist (Statistical Analyst) at the GS-1560-13, some of your typical work assignments may include:

  • Working with large and complex data sets (big data) and performing extensive analysis of volumes of data through macros, pivot tables, etc.
  • Ensuring all data analytics efforts are conducted in accordance with information security best practices.
  • Developing changes to plans and/or methodology; and providing recommendations for improvements to meet program objectives.
  • Developing policy and guidelines for specific areas of data science.
  • Generating ideas for new algorithms, programs, policies, or approaches

  • The pay range reflects WASHINGTON-BALTIMORE-ARLINGTON locality pay. The actual pay will depend on the location of the employee’s duty station.

Qualifications

Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. You must meet all qualification requirements by the closing date of this announcement.

Experience:

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated “Ineligible” for that grade level.

GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:

  • Expert knowledge and skill in working with large and complex data sets (big data) and performing extensive analysis of volumes of data through macros, and pivot tables.
  • Professional knowledge in data modeling, query authoring, and performance tuning with an in-depth understanding of data modeling best practices, and relational and graph databases.
  • Expert knowledge, skill, and ability to use large longitudinal databases, statistical analysis software platforms (e.g., R-Studio), familiarity with Oracle database structures and queries using structured query language (SQL) and visual programming tools, SQL development tools, and other similar systems.
  • Ability to plan and carry out the assignments; resolve most of the conflicts that arise; coordinate the work with others as necessary; interpret policy and regulatory requirements; keep the supervisor informed of progress and potentially controversial problems, concerns, and issues; develop changes to plans and/or methodology; and provide recommendations for improvements to meet program objectives.
  • Development of innovative approaches to complex situations or problems that are unique and amorphous; development of mathematical or statistical relationships that are new or significant departures from the relationships established in previous problems, studies, or investigations, producing outcomes that are somewhat original in nature.
  • Ability to identify and define unprecedented issues and unknown conditions; formulate and explore new theories and phenomena; develop, test, experiment, and advise on new technologies, methods, approaches, and guides.

For this vacancy, the Office of Disaster Personnel will use a Category Rating system to refer qualified applicants for consideration. This is a three-step process.
