Position Overview:

Our Rail Infrastructure business is seeking a full-time Disadvantaged Business Enterprise (DBE), Cultural minority and Women-Owned Business Enterprise (M/WBE), and Service-Disabled Veteran-Owned Business Enterprise (SDVOB) Compliance Manager to join our team.

The Compliance Manager will be the primary point of contact for the business concerning supervising compliance with regulatory requirements related to diversity contracting and subcontractor participation. The successful candidate will have proven experience coordinating all aspects of a supplier diversity contracting compliance program and assist with advocacy, outreach efforts, and vendor development.

What will your day-to-day look like?

  • Administer DBE, M/WBE, and SDVOB compliance programs, ensuring compliance with all applicable policies, procedures, laws, and regulations.
  • Work with project bid teams to formulate strategy and implement project-specific D/M/WBE and SDVOB participation plans.
  • Conduct due diligence to ensure vendors are validly certified and performing a commercially proper function.
  • Provide organizational training and serve as the point of responsibility for questions related to DBE, M/WBE, and SDVOB compliance programs.
  • Monitor and ensure the accuracy of project-specific reporting, schedule, and record compliance.
  • Monitor and track payment information to vendors to ensure compliance with timely payment and retaining obligations per applicable law.
  • Conduct ongoing risk assessment activities related to supplier diversity programs to identify potential areas of compliance vulnerability and recommend appropriate corrective action measures.

To thrive in this role, you have:

  • Demonstrated experience with public procurement tenders and bid processes and working knowledge of infrastructure project management
  • DBE, M/WBE, and SDVOB regulatory compliance comprehension
  • Excellent writing, communication, and critical thinking skills
  • Ability to effectively work with vendors, suppliers, subcontractors, disadvantaged business trade associations, and government/regulatory officials.
  • Meticulous with the ability to maintain and oversee the maintenance of records and databases and prepare periodic written reports and recommendations.
  • Experience developing and implementing effective monitoring processes and procedures.
  • Bachelor’s degree or higher in Business Administration, Accounting, Public Administration, Economics, Supply Chain Management, Industrial Management, Engineering, or a similar subject area.

Applicants must be legally authorized for employment in the United States without needing current or future employer-sponsored work authorization.

The base salary range for this position in New York, NY, is $125,300 – $214,800. The annual incentive target is 15% of the base salary.
