The Senior Data Science Analyst reviews, analyzes, and studies the collection, retrieval, and management functions to determine efficiency and effectiveness of data control. Conducts studies, gathers and analyzes data from various databases and sources, develops reports, summaries, recommendations, and visual representations, performs statistical programming, and provides consultation and technical assistance.
Essential Functions
1 Coordinates analysis of data collected from across all departments to reveal ways to improve a business entity for data driven business decisions; analyzes business procedures and makes improvement recommendations while reviewing and validating system functionality.
2 Collects compiles and analyzes data from various databases and performs statistical analysis; coordinates the evaluation of user accounts for a variety of data and database systems, develops related reports, and provides user training and support.
3 Performs research and compiles data from various databases and sources; interfaces with stakeholders across multiple functional disciplines to understand business processes, define system requirements, identify data sources, and work with a technology team to complete the development life cycle.
4 Designs and prepares standard and ad hoc reports and summaries for statistical analysis and planning purposes.
5 Develops predictive models using machine learning, natural language, and statistical analysis methods such as classification, time-series analysis, regression, statistical inference, and validation tools; performs exploratory data analyses, generates and tests working hypotheses, prepares and analyzes historical data, and identifies patterns; develops tools and dashboards to monitor and analyze performance, accuracy, and reset goals; plans and builds efficient scalable models that get automated for large scale data analyses, development, validation, and implementation
6 Analyzes client requests and provides guidance and technical assistance in obtaining accurate information from the City’s core data source; meets, engages, and collaborates with departments to discuss expectations, initiate the writing of the business requirements documents, and participates in follow up meetings; discusses options and expected outcomes based on data available.
7 Develops, coordinates, and conducts workshops and seminars on data analysis, data interpretation, and related topics.
8 Documents procedures for future reference and may make recommendations for data analysis process improvements.
9 Provides technical help with data analytics, visualization, and overall data analysis concept to personnel and department management requesting help within the data management area; answers questions and participates in technical forums that require technical expertise for designing future projects or for problem solving.
10 Performs statistical programming utilizing a variety of statistical software packages to summarize data and create reports and/or visual representations.
11 Performs any and all other work as needed or assigned.

Experience

Education
Bachelor’s Degree in Data Analytics, Business Intelligence, Finance, Accounting, Math, Statistics, Financial Analysis or other related field.
Supplemental Information
Knowledge, Skills and Abilities Required to Perform Work
• Demonstrable experience in at least one machine learning framework (Keras, Tensorflow, PyTorch, etc.)
• Demonstrated experience with a variety of data science tools such as profiling, a/b testing, ensemble learning, unsupervised learning, deep learning, feature reduction, time-series forecasting, Bayesian Statistics, etc.
• Demonstrated experience working with large datasets.
• Familiarity with GIS as a plus, to integrate with geo spatial data.
• Demonstrated proficiency with programming, visualization, and statistical tools statistical analysis tools such as Tableau, MATLAB, Stata, SPSS, PowerBI, or similar.
• Willingness to learn new programming and data analysis techniques.
• Ability to humanize data sets and communicate insights through that lens.
• Ability to connect data outcomes to sociological and economical concepts.
• A personal value of and talent for portraying data in an unbiased and objective manner.
• A demonstrable ability to use data science tools to approach a problem.
• Strong interpersonal skills and ease in building effective relationships with all levels of City staff and officials, as well as public stakeholders and citizens.
• Ability to confidently and clearly communicate data in the form of visualizations, report outs, and presentations, with an emphasis on the ability to communicate data and insights to a variety of stakeholders using non-technical language.
• Ability to manage projects and deliver results.
