The GIS Technician II analyzes deeds, plats, all legal documents and other documents in the public records pertaining to property boundary and fee simple interests and then synthesize that information into the GIS and CAMA systems for the purpose of taxation & assessment and graphic representation of land records for county and intergovernmental agency use. This involves the utilization of COGO plotting software and digital mapping programs in the Geographic Information System (GIS) to perform assigned duties.
Examples of Duties
- Creates, maintains and compiles land maps, tax database files and GIS system updates; updates cadastral maps, updates soil and zoning information related to tax records through analysis of zoning & soil maps provided etc.; utilizes and analyzes deeds descriptions and other records to divide or combine parcels, delineate new property lines, additions to subdivisions, etc.
- Analyzes, organizes and prepares documents for processing. Researches and analyzes plats and other schematics and meets & bounds as well as various land records document such as deeds, wills/estates and other civil court proceeding related to property ownership, location, boundary, acreage, easement and Right of Way information as part of the document processing as well as in preparation for the digital mapping process
- Provides general and technical assistance to landowners, County employees, and the general public regarding property location, ownership, assessed property, values, legal descriptions and other tax information
- Analyzes GIS data including analyzing spatial relationships, selects cartographic elements, map projection and scale and creates output of analysis such as maps, graphs, statistics or reports.
- Provides general assistance of GIS to other governmental offices, other departments and staff
- Performs tabular and spatial database management on GIS and property ownership databases
- Digitizes, edits and converts mapping data to digital form
Minimum Qualifications
Graduation from an accredited two-year college or technical school with a degree in civil engineering technology, surveying technology, CAD, geographic information systems (GIS), cartography, geospatial technology, planning or a related field and two (2) years of experience that includes a working knowledge of GIS, researching land ownership information, and/or preparing maps, CAD and/or GIS systems, or related field; or an equivalent combination of education and experience.
Requires State certification in Property Mapping from the NC Property Mappers Association and Fundamentals of Property Listing and Assessing within 24 months of employment. Once certified, must complete continuing education requirements to maintain certification.
Depending on the area of assignment, employees are required to complete the North Carolina Fundamentals of Property Tax Listing and Assessing Course or the North Carolina Fundamentals of Property Tax Collection Course within 24 months of hiring date.

Trainee Appointment: Trainee appointments will be considered for applicants possessing less than the minimum qualifications. A lower salary would be offered based on the applicant’s related training and experience. Trainee progression plans may last for a period up to two years.
Driving is an essential function of this position. To be considered, you must have a valid driver’s license with an acceptable driving record. If your driver’s license is from another state, you will be required to obtain and show proof of a valid NC driver’s license within 60 days of hire.

Knowledge, Skills and Abilities
- Knowledge of the methods, procedures and policies of Cumberland County as such pertains to the performance of the essential duties of the position
- Knowledge of principles and practices of “chain of title research” which involves interpreting legal documents, deeds and other records including civil court files
- Knowledge of the laws, ordinances, standards and regulations pertaining to the essential duties and responsibilities of the position
- Knowledge of the terminology and related professional languages used within the department
- Skills with GIS software in creating and managing property boundary layers & data and other GIS data sets as needed
- Ability to interpret annotated metes and bounds descriptions contained in deed and the geometry of diagrams contained in plats in order to map a relatively accurate representation of the intended boundary into the county GIS
- Ability to convert adjacent bearings to angles
- Ability to use various survey analysis software or CAD in a boundary survey or subdivision design environment preferable
- Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel
