Job Description

Mission:

The mission of the Texas Department of Banking is to ensure Texas has a safe, sound, and competitive financial services system.

General Description:

Performs highly-advanced managerial work including the daily operations of the human resources division for a mid-size agency. This includes developing, administering, monitoring, and implementing human resource management programs and ensuring compliance with equal employment law, the Fair Labor Standards Act, the Family Medical Leave Act, the Workers’ Compensation Act, the Position Classification Act, and other state and federal laws and regulations related to human resources management. Works to establish goals and objectives within agency strategic operations and planning. Manages and directs human resources personnel. Work requires exceptional working relationship with agency personnel. Works under limited direction with moderate in the use of initiative and independent judgement.

This position has direct contact with all Department personnel, other state agencies, and the public.

Duties and Responsibilities:

  • Manages the day-today activities and functions of the human resources division including but not limited to employee relations, benefits, CAPPS, recruitment, payroll actions, classification and compensation, performance management, HRIS systems and human resources related training.
  • Monitors and implements human resources policy and procedures. Works to make recommendations for improvement.
  • Serves as Central Point of Contact for Centralized Accounting and Payroll/Personnel System (CAPPS).
  • Oversees compliance with internal policies, equal employment criteria, the Fair Labor Standards Act, the Position Classification Act, the American with Disabilities Act and ADA Amendments Act, the Family Medical Leave Act, and/or all other state and federal laws and regulations related to human resources. Advises management of potential problems and attempts to resolve problems before they escalate.
  • Serves as EEO coordinator ensuring compliance with all rules, regulations, and laws related to non-discriminatory employment practices.
  • Serves as ADA coordinator. Maintains current information regarding state and federal laws and regulations as well as best practices concerning the rights of staff with disabilities and ways of providing accommodation.
  • Serves as Workers’ Compensation Coordinator. Ensures processing of workers’ compensation claims for the agency and the timely completion and submission of reports to the State Office of Risk Management
  • Ensures the agency maintains legal, fair, and uniform standards for hiring, disciplinary actions, hours worked, overtime compensation, vacations, holidays, and related policies and practices.
  • Works with management to develop incentives, strategies, and programs in furtherance of promoting a high quality, well trained, motivated staff.
  • Monitors employee disciplinary matters to ensure compliance with agency policy. May conduct investigations of complaints and advises Executive management on findings. Consults with senior staff, General Counsel, and Executive Management as needed.
  • Oversees human resource matters, such as placement problems, investigations, classification issues, and issues surrounding the transfer, demotion, and dismissal of employees.
  • Oversees the accuracy, confidentiality, security, and maintenance of human resources records.
  • Oversees performance review process and maintains job performance standards.
  • Conducts divisional employee performance appraisals in accordance with Department guidelines.
  • Reviews and approves divisional expense vouchers, time sheets, training plans and budget.
  • Ensures job descriptions in compliance with the Position Classification Act administered by the State Auditor’s office and legal requirements.
  • Oversees administration of Family Medical Leave. Receives medical information. Determines eligibility and provides approval for FMLA entitlement. Advises management and staff on FMLA policy and procedure. Keeps associated records in compliance with State and Federal law.
  • Responds to external requests for employment information.
  • Prepares analysis of human resources reports and reporting procedures for Executive Management.
  • Promotes a harassment-free work environment. Ensures all personnel actions are accomplished without regard to a person’s race, color, religion, sex, national origin, age, or disability.

Starting Salary Ranges:

  • Manager VI $10,429 – $10,834 monthly, contingent on experience
  • Manager VII $11,250 – $11,667 monthly, contingent on experience

Qualifications:

Required Minimum Qualifications:

Experience and Education:

Manager VI

  • Graduation from an accredited four-year college or university with major course work in human resource management, business administration, or a related field. A copy of your college transcripts showing conferred degree must be uploaded to with your CAPPS application to meet this requirement. (Evaluation of Foreign Credentials by a NACES or AICE member evaluation service must be submitted if all or part of degree was completed outside the U.S.)
  • Six years of direct and progressively responsible experience in human resources management.
  • Two years managerial/supervisory experience.

Manager VII

  • Graduation from an accredited four-year college or university with major course work in human resource management, business administration, or a related field. A copy of your college transcripts showing conferred degree must be uploaded to with your CAPPS application to meet this requirement. (Evaluation of Foreign Credentials by a NACES or AICE member evaluation service must be submitted if all or part of degree was completed outside the U.S.)
  • Eight years of direct and progressively responsible experience in human resources management.
  • Three years managerial/supervisory experience.

Preferred Experience:

  • Attainment of Professional in Human resources (PHR), Senior Professional in Human resources (SPHR), SHRM – CP or SHRM- SCP or Certified Compensation Professional (CCP) certification.
  • Experience working in state government.
  • Experience in as Centralized Accounting and Payroll/Personnel System CAPPS.

Knowledge, Skills and Abilities:

  • Extensive working knowledge of all state and federal laws and regulations governing human resources programs/activities.
  • Demonstrated organizational capability, attention to detail, and ability to direct and manage concurrent projects for timely completion in a fast-paced environment.
  • Ability to maintain the strict confidentiality of personnel, health records and related information.
  • Ability to communicate effectively both verbally and in writing.
  • Skill in establishing plans and setting objectives.
  • Ability to counsel employees and supervisory staff on personnel matters and issues.
  • Ability to direct and supervise employees to accomplish agency goals and objectives.
  • Ability to establish and maintain effective working relationship with co-workers, other department personnel and public.
  • Knowledge of automated human resources information systems (HRIS).
  • Ability to analyze job requirements and evaluate applicant qualifications.
  • Ability to work under pressure and meet deadlines.
  • Proficient in operating personal computers using word processing and spreadsheet software such as Word and Excel.
  • Working knowledge of benefits, personnel administration, leave accounting, job classifications and salary administration.
  • Working knowledge of worker’s compensation.
  • Working knowledge of budget processes which includes developing and monitoring budgets.

Registration, Certification or Licensure: None.

Special Requirements:

  • Position requires some travel with possible overnight stays, up to 10%.

This position requires the incumbent to primarily perform sedentary office work; however, mobility (standing and walking) is routinely required to carry out some duties. It requires extensive computer, copier, printer, telephone, and client/customer contact. It requires the stamina to maintain attention to detail despite interruptions. Marginal or corrected visual, speech, and auditory requirements are required for reading printed materials and computer screens and communicating with internal and external customers.
