THE OPPORTUNITY

LA Family Housing (LAFH) is seeking a Deputy Chief Programs Officer (DCPO), Homeless Programs to join our Programs Senior Leadership team. The DCPO will oversee all homeless programs for the agency and be responsible for implementation of effective strategies to reduce homelessness and ensure a seamless service delivery experience across engagement, navigation, and interim housing, overseeing 12+ sites and 1000-1500 participants. The DCPO will provide leadership and guidance to the operational Program Directors, ensuring performance excellence and data compliance.

CANDIDATE PROFILE

Candidates should possess a Master’s degree in social work, public administration, business administration or a related field from an accredited university. Education may be substituted for applicable experience. A minimum of (8) years’ of demonstrated leadership success in developing and implementing social service programs with proven experience in program development, contract administration, fiscal management, personnel relations, and strategic planning, for a comparable size or larger organization is required. Additionally, candidates should have Senior Leadership management experience and possess knowledge of homeless service delivery, housing programs, and regional coordination efforts relevant to serving homeless populations.

The strongest candidates will possess in-depth knowledge of homeless populations, systems, and programs, including local and federal policy and program guidelines for CES. Additionally, candidates should possess the following expertise, knowledge, and skills:

PROGRAM IMPLEMENTATION

  • Display excellent analytical skills, think creatively, critically, and strategically to synthesize and solve complex problems
  • Establish the operational vision and implementation tactics for Interim Housing, Navigation and Engagement in the alignment with the CPO
  • Co-create a service delivery culture that is aligned with LAFH’s mission, vision, values, and deep commitment to diversity, equity and inclusion
  • Ensure clear and timely communication and coordination between programs to provide streamlined efficient services to participants
  • Responsible for the successful development and management of the programs’ overall operating budgets in accordance with established fiscal guidelines. Monitor revenues and expenses to help ensure fiscal solvency
  • Strengthen and develop homeless services in all programs, recognizing that people experiencing homelessness are a piece of the approach. Be an advocate for this work agency-wide

CONTRACT PERFORMANCE

  • Possess effective financial planning and budget management skills
  • Ensure programs and their operations are in compliance with all stated performance outcomes and other relevant contractual obligations. Guide staff through implementation of improvements
  • Collaborate with the Data and Compliance department to ensure quality data collection, review reports, and evaluations, and define and implement process and program improvements
  • Oversee budget administration, financial tracking and reporting functions in alignment with contractual expectations
  • Responsible for identifying and finding resolutions to potential areas of risk as it relates to under-performing contractual obligations

PARTNERSHIPS

  • Display a deep understanding of how different components of the homeless and housing response system interact to achieve overarching goals in LA County
  • Engage across LAFH departments to develop and nurture positive interactions and ensure Programs has the support and infrastructure needed to be in a successful position
  • Maintain strong relationships with countywide entities (e.g. Los Angeles Housing Service Authority, Department of Health Services Department of Mental Health) to maintain open lines of communication relative to program oversight and to advocate for programmatic changes and process improvements as needed
  • Establish a presence with line staff and management throughout Homeless Programs
  • Bring on new partners that can assist/benefit/advance our participants’ lives and reduce overall returns to homelessness or loss of housing

PARTICIPATE IN GRANT WRITING

  • Provide timely input as requested into program design, budget, staffing, and programmatic outcomes

GUIDING POLICY & INCREASING AGENCY CAPACITY

  • Collaborate constructively with individuals of diverse personalities and work on cross-functional teams
  • Provide input from an operations perspective into policy development
  • Serve as agency representative at professional and community meetings such as task forces, working/planning groups, coalitions, etc., and attend various regular agency, county, and community meetings as directed by the CPO
  • Engage in ongoing research of best practices and topics, to stay educated on coordinated entry service models and services for vulnerable populations
  • Travel and participate in conferences when requested
  • Frequently engages and liaisons with the non-profit organizations and government agencies

TRAINING AND SUPERVISION

  • Promote team member adherence to company regulations and performance goals
  • Provide leadership and coaching to direct supervisees and address staff performance issues as needed
  • Develop, expand, implement and ensure compliance to training curriculum to include best practice service delivery in collaboration with the Staff Development Team
  • Ensure standards of care are met in the work we do, and that physical environment oversight meet those standards
  • Responsible for identifying training needs for each program area and using internal and external resources to provide the training

COMPENSATION & BENEFITS

Compensation for this opportunity will begin at approximately $139,000/annually. Additional benefits information to be shared further along in the process.

COVID-19

Effective November 1, 2021, LA Family Housing will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LA Family Housing employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency. Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
