Founded in 2004, Brilliant Corners provides innovative housing and housing-related services to California’s most vulnerable individuals, with an emphasis on those transitioning from, or at risk of, homelessness or institutionalization. We develop, own, and manage multi-family supportive housing and licensed residential care homes. We implement a broad array of scattered-site, one-on-one supportive housing, and clinical case management programs through partnerships with developmental services, homeless services, veterans’ services, and health care sectors.

WHAT IS A DEPUTY CHIEF PROGRAM OFFICER, HOUSING SERVICES?

Brilliant Corners is seeking an accomplished Deputy Chief Program Officer of Housing Services to co-lead our state-wide Housing Services Department. In this pivotal position, you will spearhead the day-to-day management of our state-wide programs, overseeing program management, leadership development, staffing capacity, regional reporting, contract management, and budgeting.

As the Deputy CPO of Program of Housing Services, you will communicate regularly with government, philanthropic, and managed-care funders, consistently modeling exceptional customer service and a solutions-oriented approach. Collaboration will be a cornerstone of your role, and you will work closely with your counterpart, the Deputy Chief Program Officer of Program Development. Together, you will engage in strategic work planning and vision-setting for the Department, jointly determining its priorities and direction.

You will supervise a team of regional Program Directors throughout the state, with the support of whom you will spearhead program design, negotiate contracts, and oversee budgets, aiming to implement high-quality programs while ensuring financial sustainability. Together, you will grow and implement three dozen supportive housing programs across California, making a profound impact on individuals and communities.

In this influential role, you will strive to balance staff and organizational capacity while expanding our impact in the community. Beyond operationalizing an equity lens, you will advocate for Housing First principles, working collaboratively with funders, partners, and staff to reduce housing barriers and enhance retention rates. Your role will be an integral part in advancing Diversity, Inclusion, Equity and Belonging (DEIB) initiatives, as we continue our journey toward a more equitable and inclusive organization.

Responsibilities

  • Program Management: As a visionary leader, you will oversee the seamless execution of day-to-day program operations, ensuring the achievement of program objectives and contractual compliance.
  • Leadership Development and Staff Management: You will cultivate a culture of excellence and growth within our team, nurturing the talents and potential of our dedicated staff.
  • Staffing Capacity and Hiring: Maintain a vigilant eye on staffing capacity and hiring practices to ensure we have the right people in the right roles, supporting our mission.
  • Regional Reporting: Provide insightful reporting on program impact across regions, empowering data-driven decision-making and continuous improvement.
  • Contract Management and Budgeting: Collaborate closely with support teams, including Finance, Data & Technology, People Operations, and Business Operations, to manage regional contracts effectively and ensure contractual compliance. Monitor, and optimize program budgets, making strategic decisions that enhance cost-effectiveness and sustainability.

Requirements

Professional Experience

  • At least 10 years working in a social justice, human services, non-profit management, healthcare, or a public policy setting. Preference for candidates who have designed and/or operated Housing First programs.
  • At least 8 years building and managing a team.
  • Demonstrated leadership as evidenced by increasing levels of responsibility and management over the course of the candidate’s career.

Salary range for this position is $170,000.00 – $180,000.00 per year/exempt. This position is being offered at $170,000.00 – $180,000.00 per year/exempt.
