THE OPPORTUNITY
LA Family Housing (LAFH) is seeking a Deputy Chief Programs Officer (DCPO), Systems & Regional Planning to join our Programs Senior Leadership team. The DCPO will oversee the Coordinated Entry System (CES) components internally at LAFH as well as across Service Planning Area (SPA) 2 including: prioritization, matching, outreach coordination, systems alignment (e.g., hospitals, domestic violence, jail, etc.), system policy and connectivity, building community collaboration and the continued expansion of CES throughout the region. The DCPO will provide policy guidance, programmatic oversight, and management of processes to align LAFH priorities and initiatives with community needs in addressing homelessness.

CANDIDATE PROFILE
Candidates should possess a Master’s degree in social work, public administration, business administration or a related field from an accredited university. Education may be substituted for applicable experience. A minimum of (8) years’ of demonstrated leadership success in monitoring and evaluating public and private policies and system change implementations for a comparable size or larger organization is required. Additionally, candidates should have Senior Leadership management experience and possess knowledge of homeless service delivery, housing programs, and regional coordination efforts relevant to serving homeless populations.
The strongest candidates will possess in-depth knowledge of data collection and evaluation methods and statistics and large project management experience. Additionally, candidates should possess the following expertise, knowledge, and skills:
RESEARCH & EVALUATION
- Possess strong attention to detail and data analytic interpretation and gap analysis skills
- Extensive knowledge of systems, programs, and policy that impact homeless persons and homeless program funding sources, regulations, requirements, and procedures
- Conduct research and evaluations to assess the impact of policies, regulations, and legislation related to homelessness and affordable housing on LAFH and the homeless service continuum in SPA 2
- Recommend strategies to address system issues and gaps, and explore effective community coalition models to improve impact for regional bodies
- Work with program analysts to find solutions for operational challenges and provide ongoing analysis of staffing structure solutions
GUIDING POLICY & COMMUNICATIONS
- Excellent analytical, public speaking, and presentation skills
- Develop briefing reports for the Chief Program Officer (CPO) and Chief Executive Officer (CEO)
- Support programs within Service Planning Area (SPA) 2 by managing stakeholder relationships and creating informational policy material
- Develop and implement communication strategies for effective regional-based communication with partners and stakeholders to promote service delivery and programs and build external partnerships
- Develop and implement strategic plans for programs in partnership with the DCPOs and CPO and engage staff in vision alignment and planning processes for departmental goals
PARTNERSHIPS
- Ability to collaborate with various individuals and work on cross-functional teams.
- Oversee the regional coordination operation of the SPA 2 County Coordinated Entry System
- Ensure equitable access to all CES programs (e.g., RRH, Interim Housing, PSH) and oversee the Community Queue and Shared Housing strategies
- Build relationships and a presence with Neighborhood Council Homeless Liaisons throughout SPA 2
- Work with SPA 2 Coalition and Steering Committee leadership to provide effectiveness feedback and develop effective partnership and structures
STRATEGIC PLANNING
- Ability to collaborate with various individuals and work on cross-functional teams
- Work in partnership with Programs leadership to create strategic regional goals relative to SPA-Wide homeless programming
- Engage staff in vision alignment and strategic planning processes to develop concrete implementation plans for departmental goals
REGIONAL PROGRAMMING, TRAINING, & SUPERVISION
- Excellent management skills, including ability to lead, mentor and direct departmental leadership and staff.
- Provide oversight and guidance of Subcontractors and community partners
- Collaborate with the LAFH data management team to create external reporting tools to communicate the progress of LAFH’s work and the work of our partner agencies
- Promote team member adherence to company regulations and performance goals
- Develop, expand, implement and ensure compliance to training curriculum to include best practice service delivery in collaboration with the Staff Development Team
- Responsible for identifying training needs using internal and external resources to provide the training
COMPENSATION & BENEFITS
Compensation for this opportunity will begin at approximately $139,000/annually. Additional benefits information to be shared further along in the process.

COVID-19
Effective November 1, 2021, LA Family Housing will require proof of vaccination for all employees. This requirement is in response to the public health emergency and is intended to reduce the spread of COVID-19 among LA Family Housing employees, our stakeholders and those we serve – it will remain in effect for the duration of the public health emergency. Employees may apply for an exemption if they cannot be vaccinated due to complicating medical conditions or sincerely held religious beliefs. If the exemption is approved, then the employees will be subject to weekly COVID-19 testing.
