The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The position of Deputy Director of Operations and Systems is essential to maintaining the prevention system application which tracks the day-to-day work of prevention providers. The unit was created to manage the technological system utilized by prevention providers, the Systems team supports the planning, implementation, and sustainability of ACS initiatives to ensure alignment, utilizing implementation science principles, and ACS policies and best practices to ensure quality implementation and sustainability of the prevention services program.
The prevention Systems enables both ACS and its prevention programs to achieve efficiencies in the data collection and utilization about prevention services in New York City. Both prevention providers and ACS staff track the life of a case including: the case event, agency, and program information. Reports are generated on performance, referral data, casework contacts percentages, ACS has full responsibility for maintaining administrative information such as program codes, user information, and security rights.
The role seeks a critical leader, who will provide project management and team leadership.
Reporting to the Executive Director of Operations and Systems (OPS) the candidate with latitude for the exercise of independent action and decision-making, the Deputy Director of Operations (DDO) has the overall responsibility for a team of the Systems Unit.
The Deputy Director will have the following key functions and responsibilities:
• Provide direct supervision to a team of 3-4 staff. Supervise, coach and support staff development using individual and group supervision.
• Oversee the daily work of the Operations and Systems team staff which includes data requests, reporting, provider communication and support, in addition to work related to other special projects as needed.
• Project management, including working internally within the division of prevention services, and coordinating with other divisions, agencies, and prevention providers.
• Provide effective communication, including developing relationships with the provider community. Participation in provider advocacy meetings and other collaborative initiatives with providers.
• Complete data requests and reporting, including the development of new reports, identifying new data needs.
• Representing the team and division in internal and external meetings, including creating presentation materials, synthesizing data, and presenting information. Attend and participate in virtual meetings (e.g., Zoom, WebEx and Microsoft Teams)
• Lead and participate in Special Projects assigned to OPS
• Lead and support initiatives such as the Child Trafficking Database (CTDB), Contract Agency Remote Access (CARA), Evident Base Safe Measure application, Summer Youth Employment Program (SYEP), and other In-Kind events; Connections (CNNX’s)
• Manage the Prevention organization Management Information System (PROMIS) Helpdesk inquiries and provides support to stakeholders as needed.
• Produce and analyzes data to create reports on technical assistance efforts, practice trends and systemic needs across all 200 prevention programs citywide.
• Participate in ACS workgroups for the development and implementation of IT projects such as Connections and Safe Measures.

Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master’s degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master’s degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least a master’s degree in an appropriate field of specialization and at least two years of experience described in “2” above. Two years as a City Research Scientist Level I can be substituted for the experience required in “1” and “2” above.
