Purpose of the Job

The purpose of this position is to assist the Director Information Technology (IT) with the overall planning and management of operations of the Gila County Information Technology Department to achieve the department’s mission of providing information technology support and services to County employees and residents while observing safe practices and procedures.

Essential Duties and Responsibilities

SUPERVISORY RESPONSIBILITIES

Regularly assigns work to other employees and supervises related activities.

Provides recommendations on employee disciplinary actions; hiring new employees; handling employee grievances; employee promotions and salary increases and discharging employees.

Makes final decisions on scheduling work hours of employees; evaluating employee performance; employee training; employee coaching and granting time off.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Manages operational commitments of IT staff through work delegation and direct supervision. Ensures finances are available for IT projects; manages projects from conception to completion; coordinates personnel and assets to keep projects on time and on budget; coordinates with other departments and outside entities to align project schedules.

  • Assists in planning, development and evaluation of departmental goals, objectives, policies and procedures.
  • Coordinates with the Director IT in preparing long-term strategies to achieve departmental and organizational goals; ensures the long-term goals are met through the department’s available financial and human capital resources.
  • Ensures compliance with County and departmental policies and procedures; develops and implements departmental plans and projects, identifies operational problems and develops solutions and participates in development and implementation of strategic plan and fiscal responsibility of IT Department budget.

  • Selects, plans, assigns, supervises and evaluates work activities of subordinate personnel, including direct, comprehensive supervision of all Information Technology staff duties; participates in interviews and provides input in selection of employees for hire, creates training plans for employees, performs employee performance evaluations and provides recommendations on disciplinary actions for IT Technicians. Acts as Director IT in that person’s absence.

  • Monitors and makes recommendations of expenditure of department budget; manages departmental operational functions and analyzes department results through visible inspection as well as customer input and provides recommendations to Director IT on improving results and service delivery.

  • Monitors and maintains maintenance agreements providing continuation of support from vendors for repair and upkeep of all County IT assets. Works with vendors and IT staff to implement solutions that refresh hardware and update software according to industry standards.
  • Coordinates the installation and maintenance of security cameras both internally and externally. Selects hardware and cameras, coordinates personnel for installation, coordinates with other County departments and ensures user training on access to live and recorded video feeds.

BUDGET RESPONSIBILITIES

This position reviews, edits and provides recommendations on department level budget.

Participates in planning and administration of divisional and program budgets; monitors budgets and expenditures; monitors divisional budget and grant financial responsibilities.

PROJECT RESPONSIBILITIES

Provides project resource allocation based on pre-approved resources involving process improvement projects and technology projects.

ORAL COMMUNICATION DUTIES

This position trains colleagues, responds to public inquiries, negotiates or persuades and moderates meetings.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails and reports.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person.

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

Continuously (More than 70% but less than 85% in a year)

Minimum Education/Directly Related Experience Required

MINIMUM EDUCATION REQUIRED/PREFERRED

Associates Degree in Information Technology, Computer Science or a closely related field. Bachelors Degree in Information Technology, Computer Science or a closely related field preferred.

MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED

Five (5) years experience; or equivalent combination of education, training and experience.

PROFESSIONAL CREDENTIALS REQUIRED

Must possess and maintain a valid Driver’s License.

  • Incumbents in this position may be required to walk to and from work sites; bend and occasionally kneel to assist in installations of workstations and/or servers, installation of wirings and cablings.

WORK ENVIRONMENT

Incumbents in this position constantly spends time in office environment; regularly spends time in computer server room(s).
