The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world’s busiest and most highly skilled emergency response agency. The Department’s main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Fire Department, City of New York (FDNY), seeks a full-time Deputy Director of Labor Relations in the Department’s Office of Labor Relations. Reporting directly to the Director of Labor Relations, the successful candidate will assist the Director in the day-to-day management of labor relations activities of the Department’s civilian employee population. Recommend policies and programs that foster sound labor relations. Provide direction to managers and supervisors on all labor relations matter in a concerted effort to avoid labor disputes. Provide direction to managers regarding the interpretation and administration of collective bargaining agreements. Provide guidance to supervisors in handling and responding to Step I grievances. Serve as hearing officer for Step II grievance hearings. Represent the Department at Step III grievance hearings. Provide assistance to the Mayor’s Office of Labor Relations in preparing and conducting arbitration hearings and Improper Practice proceedings. Participate in contract negotiations with the Citywide Civilian Coalition and other civilian labor unions. Coordinate Quality of Work Life activities. Coordinate Department’s Civilian Health and Safety Committee. Interface and maintain a relationship with the Mayor’s Office of Labor Relations, District Council 37, other collective bargaining organizations and other City and State regulatory and oversight agencies regarding labor relations issues.
Minimum Qual Requirements
1. A master’s degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or
2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above; or
3. Education and/or experience equivalent to “1” or “2” above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in “1” above.
