General Statement of Job
The purpose of this class within the organization is to provide operational, professional and administrative leadership in planning, organizing, directing and evaluating programs, services, and facilities as a deputy director for the Department of Parks & Recreation.
Work involves responsibility for fiscal management, administrative and personnel functions, safety inspections, coordination of usage, maintenance, and management of public parks, facilities and the daily management of the Vienna Community Center.
This class works under administrative supervision of the Director of Parks & Recreation, developing and implementing programs within organizational policies and reports major activities through conferences and reports.
Work Schedule:
Monday through Friday 8:00 AM – 4:30 PM

Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Essential Functions:
Assists the Director in special program development of major projects such as the Parks Master Plan, analysis and review of programs or procedures internally as well as of other jurisdictions, plus evaluation and renovation of existing park facilities, and acquisition of new properties.
Manages special projects to include administrative projects, programming projects and facility needs projects. Assists in the coordination and management of capital improvement projects. Administers grant applications, award applications, policy development, special reports and special occasion events as assigned.
Provides guidance, support, direction and oversight of the programs and community center divisions.
The deputy director will guide the development and presentation of requested operating budgets and proposed fee schedules for assigned areas of responsibility (community center/facilities, programs and events). Monitors revenues and ensures expenditures are in accordance with adopted operating budgets and the Towns financial policies and procedures. Makes or recommends mid-year adjustments as needed to ensure compliance with authorized budgets.
Authorizes purchases, materials and supplies.
Manages, reviews and checks cash procedures and accounts for all funds. (FYI, all fund collections are related to community center and programs/events.)
Assists in the budget preparation and long-range goals and objectives through preparation and submission of various reports. This includes both the annual operating budget and capital improvement program budget.
Evaluates and analyzes specific department programs as directed to determine cost, efficiency, quality control, and other factors. Makes modifications of programs or initiates new ones.
Responsible for the effective operation of the Vienna Community Center and other facilities that fall under Parks and Recreation. Manages maintenance issues, cleanliness, safety and security for facilities. Oversees facility systems maintenance; checks and analyzes all systems to include safety, fire and building codes within the facilities; arranges and schedules services for building systems; oversees contractors, arranges for supplies and services need for scheduled center activities and implements asset replacement schedule. Ensures facilities comply with relevant laws, regulations and safety standards along with the American with Disabilities Act.
Supervises, trains, coaches and evaluates professional staff; develops special training activities and conducts staff conferences to monitor performance. Maintains standards, responds to employee problems, recommends promotions, discipline, termination and salary increases. Ensures all departmental and Town personnel policies are adhered to by employees and subordinate supervisors.
Performs administrative and personnel related functions, communicates verbally and in writing with staff, conducts meetings, schedules staff and maintains timesheets, coordinates the use of staff and volunteers around scheduled activities, serves as liaison between administration, community center, parks and recreation staff.
Represents the Town and the Department in the Director’s absence or in addition to the Director, on boards or commissions relating to the Town’s Recreation and Parks programs, providing technical expertise to community leaders and civic organizations to help coordinate existing resources and appraise community needs.
Maintains thorough knowledge of the department’s registration software program (RECTRAC) for reporting, analysis, program development and revenue accountability.
Attends meetings, conferences, and seminars when requested; participates in district and state professional recreation meetings and training sessions.
Develops, reviews and analyzes procedure manuals; prepares correspondence, project and operations reports, council and board meeting information and agenda memos.
Works flexible hours to keep up with workload and attend evening and weekend meetings and activities as needed.
Additional Duties:
Meets, confers and assists in coordinating department activities with Town management, Town Attorney, other Town departments, community/civic organizations, boards and commissions, committees and vendors.
Performs related work as necessary.
Performs Manager on Duty responsibilities when necessary.

Minimum Training and Experience
Minimum Education and Experience Requirements:
- Bachelor’s Degree in parks and recreation, business administration, public administration, health, physical education or closely related field.
- Six years of progressively responsible experience in public administration or recreation/facility management, including at a minimum of three years at the supervisory or managerial level
Preferred
- Master’s Degree in a related field.
- CPR/First Aid Certification
- Certified Parks and Recreation Professional (CPRP) Certification
- Active membership and participation in the Virginia Recreation and Park Society (VRPS) or National Recreation and Park Association (NRPA).
