Job Summary
Typical Hiring Range: $121,600.000 – $146,050.000 annually (salary to be commensurate with qualifications)
This position has an anticipated work schedule of Monday – Friday, 8:00am – 5:00pm, subject to change. In the event there is an emergency you may need to be available nights, weekends, holidays, etc. Under FLSA guidelines, this position is exempt.
Assists the Director of the Office of Emergency Management in managing and coordinating Pikes Peak Regional Office of Emergency Management (PPROEM) response to emergencies and disasters within the County to include the City of Colorado Springs. Serves as a liaison between PPROEM and other emergency response and emergency support agencies. In the absence of the Director of the Office of Emergency Management, assumes responsibility for all emergency event response within the County.
Essential Duties/Responsibilities
- Manages and oversees the operation of the Pikes Peak Regional Office of Emergency Management (PPROEM), including the operation of the PPROEM Emergency Coordination Center (ECC). Oversees and coordinates disaster planning and coordination with the State of Colorado, municipalities in El Paso County, military installations, healthcare agencies, first responder agencies, departments and offices of El Paso County and the City of Colorado Springs Colorado Springs Departments, and private and non-profit agencies.
- Responsible for emergency management support and coordination for all natural and human caused disasters and other public safety concerns occurring within El Paso County, to include the City of Colorado Springs. Oversees and ensures the collaboration and response support with other agencies. Coordinates the deployment of resources to other agencies as appropriate. Oversees and coordinates PPROEM support to emergency incidents when requested by local fire protection, law enforcement, utilities, public health, and healthcare departments and agencies. Manages the development, operation, and review of exercises and emergency management programs.
- Develops, revises, recommends, and implements policies and plans for responses to emergencies and disasters. Prepares after-action reports for major incidents. Develops, recommends, and implements solutions to complex operational issues, working closely with various staff members, Elected Officials, and government and community organizations.
- Activates the ECC for incidents within El Paso County that are a threat to public safety and property. Contacts the County Administrator and the appropriate County Commissioner(s) to brief on the incident; maintains situational awareness for the policy group (County Elected Officials, County Administration, and their support staff and departments/offices).
- Supervises and assigns work to PPROEM staff and volunteers, to include managing the activities of Colorado Springs employees assigned to PPROEM. Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
- Manages the El Paso County Hazardous Materials Team; ensures the readiness and effective response for the planning, training, and response for Hazardous Materials spill and discharge events in unincorporated El Paso County. Attends meetings, training sessions, and reports on hazardous material incidents.
- Responsible for ensuring PPROEM meets all Federal, State, and Local requirements and that the Board of County Commissioners (BoCC) and the PPROEM are in compliance with State and Federal laws concerning disaster response and compliance.
- Responsible for managing and coordinating Local, State, and Federal agreements.
- Provides fiscal oversight; manages the annual budget in coordination with the Director of the Office of Emergency Management. Provides recommendations regarding response and program expenditures and supervises grant writing and application functions.
- Represents the Director of the Office of Emergency Management and the BoCC in matters of emergency protection, prevention, response, recovery, mitigation, and preparedness. Provides presentations to the media and public forums regarding flood mitigation, blizzards, wildfires, natural disasters, and other public safety topics.
- Serves as the Director of the Office of Emergency Management in his or her absence and/or assigns representatives of PPROEM as appropriate. Attends meetings, training sessions, and reports on both short and long-term planning.
- Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
- Knowledge of American Disability Act (ADA) programs and related Federal and State law preferred.
- Documented ability to manage and coordinate emergency services teams for the completion of emergency planning, training, exercises, ECC activations, and recovery operations.
- Demonstrated ability during normal and emergency operations to apply critical thinking quality decision making skills.
- Documented ability to develop and write professional and practical emergency plans, processes, policies, and procedures.
- Demonstrated ability to develop and present emergency services training and education programs.
- Ability to respond in a flexible manner and reprioritize work as situations change; skill in prioritizing multiple tasks and the ability to complete projects in a timely manner.
- Ability to communicate, motivate, and organize projects among a broad spectrum of personnel and community partners region-wide, frequently under deadline pressure.
- Ability to use standard office equipment, including computers, fax machine, telephone, copier, calculators, scanners, plotters, and radios. Proficiency in Microsoft Office, including Outlook, Word, PowerPoint, and Excel.
- Must possess excellent verbal and written communication skills.
- Must be honest, truthful, and trustworthy, possessing a high degree of personal integrity.
- Maintain regular and punctual attendance.
Required Education and Experience:
- Bachelor’s degree from an accredited college or university in business administration, public administration, organizational leadership, emergency management, homeland security, natural resources, natural sciences, or a related field.
- Minimum ten years experience in emergency management or similar field including, but not limited to, first responder experience.
- Minimum three years supervisory or managerial experience of emergency services personnel.
- Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Preferred Education and Experience:
- Master’s degree in business administration, public administration, organizational leadership, emergency management, homeland security, natural resources, natural sciences, or a related field.
Licenses/Certificates:
- Must possess and maintain a valid driver’s license.
- Must have completed ICS 100, 200, 300, 400, 700, and 800, HSEEP, and the FEMA EMI Professional Development Series.
Pre-Employment Requirements:
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions
Duties are performed in office and field environments; some travel may be required throughout the County. Work is subject to duty without advance notice during emergencies or disaster.
