Description
This is a highly advanced administrative professional and supervisory position that includes planning, supervising, and directing park planning, park system planning. capital improvements, strategic plan and other projects as assigned. The incumbent is responsible for supervising directly and indirectly the master planning of parks and the development/redevelopment of park facilities and park lands throughout the City as well as divisions that include but are not limited to: administration, recreation, aquatics, maintenance, open spaces, and cultural. Incumbent is responsible to ensure resiliency and sustainability principals as adopted by the city are incorporated within park projects. Additionally will serve a significant role in the implementation of the department’s strategic plan and other high-level projects as assigned.

Examples of Duties
- Oversees and collaborates with other departments on planning and designing capital improvement projects and master plan implementation
- Oversees both large and small capital projects for the department, not limited to new park development and renovations.
- Ensures compliance with resiliency and sustainability guidelines and principles adopted by the city.
- Assists in the implementation of the Department’s Strategic Plan.
- Manages and executes designs. plans and budgets for renovation and expansion projects, division budgets, while effectively building teams and leveraging support
- Forecasts, develops, and maintains department budgets including capital. justifies proposals, monitors expenditures, and ensures proper and prudent fiscal control
- Establishes reviews, updates and implement procedures to maximize the level and quality of service within allocated resources
- Assists in the development of Requests for Qualifications/Requests for Proposals (RFQ/RFP) and bid specifications for park construction. to acquire equipment, materials, and services in response to the department’s needs
- Supports the Director’s efforts to implement the department’s vision and assists in leading the department for maximum employee productivity and morale
- Assists the Director with personnel management; directly supervises employees and carries out supervisory responsibilities in accordance with City policies and applicable laws
- Exercises extensive public contact and community interaction to communicate plans and programs. projects and updates to achieve optimum feedback and acknowledgement
- Researches and prepares administrative responses to items such as inquiries from the Mayor, City Commission, or residents
- Recommends and drafts Commission memoranda, resolutions and/or other legislative documents for submittal to the City Manager
- Ensure fair and standardized treatment of employees and vendors by acting in accordance with applicable laws, regulations. policies, and union agreements.
- Represents the Department Director at meetings; serves as liaison to other departments, outside agencies, and boards/committees
- Serves as Acting Director when assigned

Minimum Qualifications
- Graduation from an accredited college or university with a bachelor’s degree in Parks and Recreation, Public Administration, Park Planning or a related field
- 10 years’ full-time verifiable progressively responsible experience in park management, park construction, public greenspace, large scale landscape/facilities or related operations. Additional related experience may substitute for education on a year-for-year basis
- Possession of a valid, State of Florida driver’s license to operate a motor vehicle. Requirements exist at the time of hire and as a condition of continued employment.
- Government experience in large scale parks and recreation or public works/greenspace experience in park planning and development
- Experience in personnel and financial management
- Experience with Parks and Recreation management software i.e., RecTrac and reporting
- Four years’ experience in parks capital project management
- Certification from the National Recreation and Parks Association (NRPA) as a Certified Parks and Recreation Professional (CPRP) or Executive (CPRE)
- Skilled in Outlook, windows, word processing, excel spreadsheets with formulas and graphics/charts
Preferred:
- Master’s degree in Parks and Recreation or Public Administration
- Written and verbal Spanish and Creole communication skills
- Experience as Department Director or Assistant Director
