HJF’s support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

HJF is seeking a Deputy Director, Global Health to support the Military HIV Research Program (PEPFAR) located on Rockledge drive in Bethesda, Maryland. HJF provides scientific, technical and programmatic support services to MHRP.

Incumbent is responsible for assisting the Director of Global Health within the Department of International HIV Prevention and Treatment (IHPT) in directing both operational and strategic management of the PEPFAR prevention, care and treatment initiatives supported overseas by the Walter Reed Army Institute of Research (WRAIR), U.S. Military HIV Research Program (MHRP). The incumbent works together with the MHRP USG IHPT Lead, HJF Director of Global Health, the Medical Affairs, Program Management, Strategic Information, and Program Quality teams and well as with both MHRP and HJF Finance and Administrative, Human Resource, Office of International Operations, International Contracting as a key member of an executive team to ensure efficient and effective management of the IHPT. The incumbent will also act as a management advisor to field sites and serve as acting Director during times of extended leave or TDY by the Director for Global Health at IHPT, responsible for direction of all HJF components of the program.

Responsibilities

  • Provides senior level direction and oversight in PEPFAR strategic and management planning and is responsible for development short-term and long-term goals and metrics.
  • Applies comprehensive knowledge of program activities and their impact on MHRP strategic mission in order to manage complex and/or multiple programs. Independently designs and manages assigned programs and activities.
  • Identifies areas for internal improvement and develops plans for implementing these improvements in support of the office’s mission, specifically support information flow and management, business processes, and organizational planning.
  • Directs planning and scheduling of diverse programmatic activities for the organization, working with office staff to identify project needs, priorities, and schedules.
  • Develops, implements, and monitors systems to manage office priorities and program requirements.
  • Ensures programs and projects are progressing on schedule within budget, and that the tools necessary for program execution are developed, implemented, and tracked.
  • Assists in the resolution of complex program issues. Identifies and removes barriers hindering the accomplishment of program goals. Coordinates the decision-making process between all program participants.
  • Assists management and technical staff in developing effective program strategy, implementation plans, and meetings. Monitors and reports effectiveness of each.
  • Assesses program management at field sites providing technical assistance, capacity building, and assistance with management systems development.
  • Directs the design and implementation of tools and processes linking performance indictors, quarterly measures and activity execution as well as financial expenditures to include monitoring of sub-ward and contract performance.
  • Conducts periodic review of US and field-based capacity to monitor programs, recommending modification to structures, personnel and requirements as necessary.
  • Determine program requirements and directs administrative and support functions from US based office as required.
  • Manages interactions with the offices of finance, communication, and international program management.
  • Provides guidance to MHRP HJF and HJF Corporate HQ on administrative and operational requirements of the IHPT program and supports dissemination of operational policies that apply to program activities.
  • Establishes and maintains management systems and standard operating procedures; serving as the Point of Contact for IHPT HJF HR and personnel-related matters, both at the Home Office and field sites.
  • Engage with US support teams (Henry M. Jackson Foundation Headquarters) and international staff to promote communication and adequate information flow between sites and US to resolve impediments to program implementation while remaining compliant with necessary US government regulations.
  • Assist Director in financial monitoring of all mechanisms behind program funding.
  • Monitor activities related to all HJF contracts, providing approval as required, and assist in the monitoring of government contract vehicles and agreements executed with PEPFAR funding.
  • Maintain communication with other departments on potential avenues of collaboration and operational awareness of overall MHRP.
  • Serves in place of the Director for Global Health when the Director is on extended TDY or leave.
  • Provides collaborative assistance to other program personnel and research scientists that require the incumbent’s expertise.
  • Maintains a safe work environment with appropriate training of other personnel.
  • Completes other projects as needed.

Supervisory Responsibilities

  • Incumbent will work under the supervision of the MHRP Director of Global Health Programs and will supervise various teams.

  • This position will take place primarily in a office setting.

Education and Experience

  • Bachelor’s Degree required. Master’s Degree in public health or related field of study preferred.
  • Minimum of 9-10 years experience required. Direct experience in both domestic and international health; 5+ years of international experience; working knowledge of PEPFAR; knowledge of USG contract requirements, policies, and guidelines preferred.

Compensation

The likely salary range for this position is $104,200/Yr USD -$150,000/Yr USD annually based on a 40-hour work week. This is not, however, a guarantee of compensations or salary. Final salary will be determined based on market analysis, experience, and education.

Some positions or sites may require that the incumbent be fully vaccinated against COVID-19. Proof of vaccination may be required.
