The Mayor’s Office of Minority and Women-owned Business Enterprises (OM/WBE) was created to address income inequality across the city and to address the disparity in City contracts awarded to certain ethnic and gender groups and the City’s overall representation in City contracting. OM/WBE is responsible for oversight, policy, interagency coordination, and accountability for the City’s Minority and Women-owned Business Enterprises (M/WBE). It serves as a one-stop-shop for M/WBEs interested in doing business with the city and its agencies.
The incumbent will report to the Chief Business Diversity Officer (CBDO) with wide latitude for independent judgment will perform the following job responsibilities, which include and are not limited to:
– Overseeing a team responsible for performance analysis and supporting agency operations to ensure compliance with program requirements to optimize M/WBE utilization.
– Working closely with the CBDO to develop overall policy and implementation strategies for OM/WBE and partnering City Agencies.
– Coordinating with other OM/WBE teams, the Department of Small Business Services (SBS), the Mayor’s Office of Contract Services (MOCS) and City agencies to report on agency and vendor compliance with M/WBE policies and regulations.
– Extracting, reviewing, and assessing a high volume of complex and diverse data sets; conducting analyses of procurement data and patterns for agencies; and making appropriate recommendations for optimizing M/WBE utilization.
– Collaborating with team members to develop novel strategies for data and technical analysis, particularly in the emerging post-COVID environment.
– Supporting the CBDO in expanding and improving the technical structures enabling agencies to assess data, coordinate outreach, and improve M/WBE utilization tracking in contracting.
– Developing presentations and reporting on M/WBE performance indicators to executives on a periodic basis and to inform decisions and policies related to an equitable recovery.
– Managing the review and assessment diverse procurement submissions from agencies including, including waivers, modifications and making appropriate recommendations for approval and/or follow-up actions to procurement staff and maintaining related records and reports.
– Supporting the scoping and execution of M/WBE procurement reviews and analysis as well as resulting reports.
– Developing and maintaining subject matter knowledge of a portfolio of contracts for services and in the procurement of goods, services and/or construction. Ensure all work is performed in accordance with agency, city, state and federal requirements and procedures including those of the Procurement Policy Board, the Mayor’s Office of Contracts and Section 6-129 of the New York City Administrative Code.
– Acting as liaison for the CBDO and represent OM/WBE at Citywide trainings, meetings, networking events and conferences.
– Supervising and managing direct reports.
– Spearheading special projects and strategic initiatives around M/WBE program compliance and perform other duties as assigned.
Minimum Qual Requirements
1. Graduation from an accredited college with a baccalaureate degree; or
2. Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
3. A four-year high school diploma or its educational equivalent plus four years of experience as described in 2 above; or
4. A satisfactory equivalent combination of education and experience.
Preferred Skills
– Experience in public policy analysis, program implementation and project management.
– Proven capacity in project management skills, including organizing and strategic planning.
– Ability to interface with all supervisory and frontline staff, including senior management and other respective stakeholders both in and outside government.
– Proficiency in Microsoft PowerPoint, Excel and Access.
– Knowledge of statistical programming languages, such as R or Python.
– Experience with data visualization tools, such as Tableau or Power BI.
– Familiarity with NYC Administrative Code 6-129, Procurement Policy Board Rules, and Local, State, and Federal diversity and inclusion programs.
– Relevant experience with external and Intergovernmental Affairs, M/WBE laws, or public policy
– Working knowledge of City-specific applications including FMS, Passport, etc.
– Ability to build partnerships with senior staff, managers, supervisors, and employees, and operate as a trusted advisor.
– Strong oral and visual communication skills.
