The Bureau of Sustainability at the New York City Department of Buildings seeks an experienced policy advisor to serve as the Deputy Director of Sustainability Policy. Reporting to the Director of Sustainability Policy and Legal Matters and working in close coordination with all units of the Bureau, the Deputy Director of Sustainability Policy will be responsible for developing and implementing policies on matters related to sustainable buildings and the clean energy transition.
The qualified candidate will have significant experience developing and implementing policy and advising executive staff on policy related to sustainable buildings and the clean energy transition.
The qualified candidate will also have excellent written and oral communication skills and a documented track record of working cooperatively with stakeholders to achieve results in a fast-paced work environment.
Primary responsibilities will include but are not limited to:
• Developing and implementing policy related to sustainable buildings and the clean energy transition.
• Assisting the Director and executive staff in managing and interpreting political and policy developments and formulating agency strategy.
• Managing projects large and small to operationalize DOB’s sustainability policies, with a focus on Local Law 97 implementation.
• Reviewing and supporting data analytics, including quantitative and qualitative analyses, conducting independent analysis, and ensuring the team’s analytical methodologies are rigorous and documented, and that findings are clear, insightful, and actionable.
• Representing the Bureau in internal and external meetings to formulate policy and negotiate creative solutions.
• Managing a staff of policy and data analysts.
Minimum Qual Requirements
For civil service title:
1. A master’s degree from an accredited college or university in architecture or architectural technology, biology, building science, chemistry, climate and society, climate science, city or urban planning, construction management, earth science, economics, energy management, engineering or engineering technology, environmental law, science, or studies, facilities management, mathematics, physics, public administration, public policy, statistics, sustainability, urban studies, or a related field, or a juris doctorate degree from an accredited law school with a concentration in environmental law, and two (2) years of satisfactory, full-time experience in energy, environmental, or sustainability-related data analysis, program management, strategic planning, or a related field, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or
2. A baccalaureate degree from an accredited college or university and four (4) years of satisfactory, full-time experience as described in 1 above, at least one (1) year of which must have been in an administrative, managerial, executive, consultative, or supervisory capacity; or
3. Education and/or experience equivalent to 1 or 2 above. However, all candidates must have at least one (1) year of experience in an administrative, managerial, executive, consultative, or supervisory capacity as described in 1 above.
Required for this position:
• Graduate degree in a field related to environmental policy and sustainability.
• At least 12 years of experience working on issues related to sustainable buildings, climate change, and the clean energy transition.
• Deep knowledge of the legislative processes in New York City, New York State, and within the Federal Government.
Preferred Skills
• Excellent written and verbal communication and interpersonal skills
• Experience effectively communicating technical findings and principles to a non-technical audience
• Experience with statistical analysis, mathematical modeling, and knowledge of statistical packages and other relevant tools
• Experience effectively visualizing data analysis by using tools such as ArcGIS, Tableau, Power BI and others
• Experience supporting IT software production and operation
