Summary

The incumbent of this position serves as Deputy Director of the Voice of America (VOA), within the U. S. Agency for Global Media (USAGM), assisting the VOA Director in management planning and strengthening its programs that will position VOA as a consistently reliable and authoritative source of news and information across traditional and new media platforms. As the Deputy Director, the incumbent serves as principal advisor to the VOA Director.

Duties

As the Deputy Director of Voice of America, you will be responsible for duties to include, but are not limited to:

Participate with the VOA Director in the overall management and oversight of VOA, including the planning, organization, and execution of all VOA multimedia content:

  • Responsible for the implementation of policies, program and technical standards to ensure that VOA is a global media leader and that its programming and operations are consistent with the VOA Charter and with the Broadcasting Standards and Broadcasting Principles of the U.S. International Broadcasting Act of 1994.
  • Participate in strategic planning process, ensuring that VOA aligns its goals and objectives with the overall strategic themes of the USAGM.
  • Provide extraordinary leadership for the formulation of VOA positions, goals, objectives and strategies on complex and controversial broadcasting issues.
  • Work closely with Division leadership to achieve key program goals and develop strategies to align with VOA organizational mission and strategic plans.
  • Devise overall guidelines and policies, oversee implementation process, and provide quality control for on line and digital strategy including contributing strategic advice and direction on digital platform, identifying and developing new directions and initiatives; overseeing quality and consistency regarding social media strategy and implementation; and monitoring integration between all digital platforms and applications across VOA programs.

In conjunction with the Director, supervises and manages VOA staff through Regional Division Directors, Service Chiefs, and other supervisory personnel:

  • Exercise delegated authority to oversee the overall planning, direction, and timely execution of VOA programs and programming, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizations.
  • Approve multiyear and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.
  • Oversee the revision of long-range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.
  • Manage organizational changes throughout the organization directed, or major change to the structure and content of the program or program segments directed.

Qualifications

To meet minimum qualification requirements for this position, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

All applicants MUST submit written narrative responses addressing each Mandatory Technical Qualification (MTQ) and Executive Core Qualification (ECQ) separately. When preparing your responses to the MTQs and ECQs, you are encouraged to follow the Challenge, Context, Action and Result model outlined in the OPM’s Guide to Senior Executive Service Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope of complexity of programs managed, and program accomplishments including the results of your actions. ECQ narrative statements may not exceed ten (10) pages; MTQs may not exceed two (2) pages. Please included your full name on all documents submitted.

You must upload your written narrative responses to MTQs and EQCs to your application package. Failure to meet the basic qualification requirement and address all Mandatory Technical and Executive Core Qualification factors will result in your application being disqualified.

Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program graduates who have been certified by OPM do NOT need to provide ECQs narratives.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Mandatory for all applicants.

All applicants must submit a written narrative response to the following MTQs. You must address each MTQ separately. Each MTQ narrative must not exceed two (2) pages. Please give examples and explain the complexity of the knowledge possessed and the sensitivity of the issued you handled.

MTQ 1: Foreign Policy Acumen – This qualification requires extensive knowledge and understanding of domestic and international affairs and U.S. foreign policy, and an awareness of and sensitivity to cultural and political influences affecting global audiences. Competencies: External Awareness and Political Savvy.

MTQ 2: Media, Communications, Broadcasting and Journalism Acumen – This qualification requires management experience in journalism, news reporting, broadcasting and media, and extensive knowledge of international media and communications practices and procedures and of cutting edge communication techniques, services, and emerging technologies. Competencies: Media and Communications and Journalism.

EXECUTIVE CORE QUALIFICATIONS: Mandatory for all competitive applicants.

ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations.
