As a Deputy Director within the Division of Finance at the Georgia Department of Public Health, you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.
Job Responsibilities
Reporting to the WIC Fiscal Director, the Deputy Director will provide financial and administrative management of the WIC programs as assigned by the Fiscal Director. The position may supervise subordinate staff within the Fiscal unit.
Job Duties and Responsibilities (overall tasks and expectations of the position):
- Provides senior-level fiscal oversight of the assigned WIC programs including budgeting, expenditure forecasting and monitoring, internal and external reporting requirements.
- Develops annual budget narratives, reviews, and monitors the submission of the fiscal components of the WIC grants.
- Assists Fiscal Director with setting fiscal priorities related to future spending trends, projections with the WIC Program.
- Oversees the development, revision and maintenance of WIC fiscal policies and procedures, standards, and guidelines, ensuring compliance to both state and federal.
- Manages process for creating and monitoring budgets with the local districts and state office and provides financial requirements for annual GIA annex.
- Responsible for supervisory activity of assigned fiscal staff (e.g., hiring, on-boarding, setting performance and development objectives, evaluating performance, corrective action planning, coaching, reviewing leave requests).
- Presents monthly and quarterly expenditure analysis to Fiscal Director to ensure grants spend down.
- Coordinates all audit compliance with rules, regulations, and policies.
- Other related tasks as assigned.
Minimum Qualifications
Bachelor’s degree from an accredited college or university in a related field AND Five years experience managing professional level staff,
OR
Nine years of experience AND Five years of management experience at the level equivalent to area of assignment,
OR
Five years of experience at the lower level (GSM012).
Note: A combination of education and experience at agency discretion.
Preferred Qualifications (based on the needs of the position):
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:
- Master’s degree in business, public administration, or related degree
- 4 years of experience performing fiscal planning and analysis, operational cost containment, allocations, budget management
- 2 years’ team management experience, demonstrating ability to positively impact strategic and tactical finance and administration initiatives
- Familiarity with nonprofit/public finance and accounting regulations
- Proficient with Microsoft Office products (e.g.., Word, Excel)
- Strong decision-making skills and highly proficient in analyzing, monitoring, and reporting on a variety of information
- Excellent judgment and creative problem-solving skills, specifically related to new process design and change management
- Excellent time management skills with the ability to effectively prioritize activity to ensure deadline and desired outcomes are achieved
- Ability to delegate and lead the work of others to ensure their work is on time and desired outcomes are achieved
- Able to work effectively in a fast-paced, changing environment
