Responsibilities
The selected candidate will be Deputy Program Manager (PM) of Talent Development for a contract that provides a broad range of cyber analysis to the Federal Government. The candidate will be responsible for retaining, sustaining, growing, and categorizing relevant cyber expertise to support emerging cyber mission needs. The candidate will be responsible for the implementation of training and education plans to enhance existing talent pools. The candidate will design and implement performance management plans to deliver and sustain high quality work.
The candidate leads support of functions to include transition, innovation, communication, quality and tool development and maintenance. The candidate will be responsible for the direct supervision of approximately 4-6 cyber and professional performers. The candidate will be responsible for coordinating performance assessment, salary, and recognition/disciplinary actions.
The Deputy PM of Talent Development acts as the Program Manager in times of absence of the Program Manager. The candidate coordinates with Program Management Team to identify current and future staffing needs. The candidate develops and maintains strong relationships with customer directorates, teammates, external partners, and vendors. The candidate will also support the PM with the following activities:
- Engages with customer representatives to ensure embedded analytic personnel are meeting their needs.
- Identifies and develops timely resolutions for program-level issues, actions, and risks
- Independently executes and enables strategic communications for the Program Management Team to engage customer stakeholders
- Supports and enables strategic, operational, and tactical communication efforts to enhance the PMO’s internal and external messaging and outreach
Qualifications
- BS 12-15, MS 10-13. Phd 10+
- Demonstrated strong written and verbal communication skills
- Demonstrated strong customer and partner relationship building skills
- Experience managing cyber programs or teams
- Able to supervise, manage, support, and evaluate personnel
- Demonstrated ability to quickly ramp up to support the customer’s needs, clearly communicate (orally & written) ideas, work autonomously, take the initiative to provide creative alternatives to intractable challenges or systemic problems
- TS/SCI w/poly
Desired:
- Must be able to establish and maintain interpersonal relationships, as well as handle complaints, settle disputes and resolve conflicts.
- Previous Subcontract / Contract management experience
- Experience with developing progressive training plans

Target Salary Range
$135,000 – $216,000. This represents the typical salary range for this position based on experience and other factors.
