About Deputy Recorder:
In compliance with the Code of Iowa, supervises, processes payroll and claims, assists in personnel matters, participates in long-range planning, coordinates staff training, contributes to the budget planning, and carries out related management responsibilities and administrative work as assigned. This includes, but is not limited to Real Estate, DNR, and either Passport or Vital Record processes within the Linn County Recorder’s Office. This position is appointed by the Linn County Recorder.

Essential Functions
- Supervise and evaluates staff /work in daily operations by rotating through work areas, provides advice when questions arise, and handles escalated situations
- Basic accounting skills, and general math aptitude to process real estate, reconcile accounts, deposit monies, daily balancing, budget preparation, process payroll and claims
- Prepare monthly reports for the Department of Revenue and Finance, Iowa Land Records, DNR, and Vital Records
- Consults with the Recorder about strategic planning and personnel matters
- Trains staff and identifies additional training needs, coordinate staff training, and attends trainings and seminars
- Performs duties of a Clerical Specialist as needed
- Provide back-up for the County Recorder
- Resolves problems that may arise; answers questions and provides information to various governmental agencies, government officials, attorneys, and members of the public
- Advanced problem solving skills
- Adheres to Iowa Code sections involving the recording of legal instruments and documents and Administrative Rules of various state agencies, as well as monitor legislative proposals and changes
- Follow labor laws, American Disabilities Act, and any other laws and policies
- Computer skills, database and indexing knowledge, and imaging systems used by the Recorder’s Office
- Grammar to include sentence structure, spelling, and punctuation
- Principles and practices of public management, administration, and labor relations

Minimum Qualifications & Requirements
Qualifications & Experience:
- High school graduate (or equivalent) and one year of specialized training in accounting/ real estate
- Three (3) years of experience in a related field working with accounting policies and procedures, leadership, and computer skills
- Experience working with a county or governmental body desirable
Candidate must have the ability to:

- Organize and prioritize multiple responsibilities with detail-oriented skills including, but not limited to proofreading, mathematical computation
- Use a computer for the purposes of data entry, spreadsheet, writing letters, invoices, accounting, balancing, web page editing, and any other processes as needed
- Provide customer service that is professional, courteous, and responsive
- Maintain effective working relationships with co-workers, supervisors, and members of the public
- Edit and manage multiple accounts
- Be detail-oriented when working with documents and information
- Maintain confidentiality and security of information as appropriate
- Operate office equipment such as computers, calculators, fax and copy machines, multi-line telephones, scanners, and plotters
- Follow verbal and written instructions
- Clarity of speech, hearing, and writing which permits effective communication
- Sufficient vision which permits moderate to heavy production and review of a wide variety of materials both in electronic and hardcopy forms
- Sufficient manual dexterity to make handwritten notations and which permits moderate to heavy use of a keyboard
- Stand, sit, squat, kneel, bend, twist, reach, and use a step stool as needed
- Lift and/or move up to 35 pounds as needed
- Present in public and in front of Boards, including the Board of Supervisors
- Keep detailed notes
- Conduct performance appraisals
- Administer discipline
Special Necessary Requirements:
Valid driver’s license/State ID required. Must be able to procure transport to offsite meetings and trainings. Must pass a County physical examination which includes a drug test after offer of employment. Subject to credit and criminal history review. Regular work attendance required. Must remain awake and aware of surroundings at all times.
