Pay Range

$147,690 – $188,244Annually

Job Description

We have an opening for aDeputy Security Managerwho will serve as the Directorate Security Officer (DSO), and subject matter expert. You will work in a fast-paced and diverse work environment responsible for advising program personnel and management on DOE/NNSA and institutional security policy and procedures and working with personnel to implement those requirements within WCI. This position is in the Weapons and Complex Integration (WCI) Directorate.

In this role, you will

  • Lead, direct, and oversee WCI security requirements, functions, operating procedures and all personnel and physical security responsibilities for all WCI areas.
  • Provide support to the Principal Associate Director’s response to security incidents, communicating with the Deputy Principal Associate Director for Operations, WCI Security Manager, and affected Program Managers as appropriate.
  • Provide policy interpretation and implementation of DOE and LLNL security policy and procedures.
  • Plan and lead assessments of directorate organization security activities and facilities; make recommendations to the WCI management as to whether security practices are consistent with institutional security policies and procedures.
  • Interact with internal/external sponsors and LLNL senior management, and partner with WCI SMEs in support of security compliance.
  • Research, develop, coordinate, and review WCI and LLNL security policies and procedures; solve unprecedented and highly sensitive security problems; and recommend, prioritize, and oversee creative and innovative improvements.
  • Prepare and review security plans; conduct inspections, audits, and other work activities related to the physical and personnel security of WCI Programs; and formulate and maintain compliance records and/or corrective action plans.
  • Assist Security Manager in overseeing, developing, directing and implementing personnel functions, programs, procedures, and workforce plans including staff development, succession planning and performance management.
  • Provide direction, guidance, and serve as the WCI point-of-contact for WCI and matrix employees on all security requirements and policies.
  • Develop and maintain proper documentation for information, personnel, and physical security procedures as required by DOE/NNSA and sponsor directives.
  • Develop and implement plans to promote inclusion, diversity, equity, and culture.
  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time if hire.
  • Bachelor’s degree in a security or related field, or an equivalent combination of education/training and related experience in security discipline(s); may require knowledge of multiple security disciplines.
  • Extensive knowledge and understanding of DOE/NNSA orders governing a variety of safeguards and security disciplines and LLNL security policies and procedures.
  • Experience administering security requirements in physical, technical, information, personnel, and/or cyber security; including analyzing and interpreting policies and directives, writing and reviewing security plans, and identifying and conducting assessments, audits and inspections.
  • Experience conducting and analyzing self-assessment and audit findings and conducting root cause analysis and developing corrective actions.
  • Advanced organizational skills necessary to work with conflicting demands under tight time constraints and effectively handle multiple projects involving security activities, and DoD or DOE/NNSA security practices.
  • Experience working in a classified environment with comprehensive knowledge of classified document accountability, processing, markings and storage requirements.
  • Substantial experience as a line manager with a proven track record of effective program support, successful hiring and performance management.
  • Experience developing and writing clear and concise policies, procedures, investigative narrative, formal reports, or other correspondence.
  • Expert communication, facilitation, collaboration, interpersonal, and conflict resolution skills, necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory.
  • Demonstrated experience implementing plans that promote and value diversity, equity and inclusion principles in the workplace.

Qualifications We Desire

  • Extensive knowledge and experience in WCI security operations.
  • Experience applying knowledge of LLNL/DOE requirements/guidance, orders and regulations governing all areas within related security disciplines in the development and implementation of security policies and procedures. Ability to work with and maintain effective working relationships with a broad cross-section of management, technical and administrative personnel.

Site 300

Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).

Security Clearance

This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
